Book excerpt: Mexican presidents Lázaro Cárdenas (1934–1940) and Luis Echeverría (1970–1976) used populist politics in an effort to obtain broad-based popular support for their presidential goals. In spite of differences in administrative plans, both aimed to close political divisions within society, extend government programs to those on the margins of national life, and prevent foreign ideologies and practices from disrupting domestic politics. As different as they were in political style, both relied on appealing to the public through mass media, clothing styles, and music. This volume brings together twelve original essays that explore the concept of populism in twentieth century Mexico. Contributors analyze the presidencies of two of the century’s most clearly populist figures, evaluating them against each other and in light of other Latin American and Mexican populist leaders. In order to examine both positive and negative effects of populist political styles, contributors also show how groups as diverse as wild yam pickers in 1970s Oaxaca and intellectuals in 1930s Mexico City had access to and affected government projects. The chapters on the Echeverría presidency are written by contributors at the forefront of emerging scholarship on this topic and demonstrate new approaches to this critical period in Mexican history. Through comparisons to Echeverría, contributors also shed new light on the Cárdenas presidency, suggesting fresh areas of investigation into the work of Mexico’s quintessentially populist leader. Ranging in approach from environmental history to labor history, the essays in this volume present a complex picture of twentieth century populism in Mexico.

During the 1960s, Thelma D. Sullivan, a Nahuatl scholar living in Mexico, began a paleographic transcription of the Primeros Memoriales, along with an English translation. In rural Mexico, several guerrilla groups organized to fight against the ruling Institutional Revolutionary Party (PRI). Specters of Revolution chronicles two peasant guerrilla organizations led by schoolteachers, the National Revolutionary Civil Association (ACNR) and the Party of the Poor (PDLP), which waged revolutionary armed struggles to overthrow the PRI. Both emerged to fight decades of massacres and everyday forms of terror committed by the government against citizen social movements that demanded the redemption of constitutional rights. This book reveals that these movements developed after years of seeking legal, constitutional pathways of redress, focused on economic justice and electoral rights, and became subject to brutal counterinsurgencies. Relying upon recently declassified intelligence and military documents and oral histories, it documents how long-held rural utopian ideals drove peasant political action that gradually became radicalized in the face of persistent state terror and violence. Placing Mexico into the broader history of post-1945 Latin America, Specters of Revolution explodes the myth that Mexico constituted an island of relative peace and stability surrounded by a sea of military dictatorships during the Cold War.

In Ranchero Revolt Ian Jacobs challenges this populist interpretation of the Revolution by exploring the crucial role played by the rural middle class—rancheros—in the organization and final victory of the Revolution. Jacobs focuses on the Revolution as it developed in Guerrero, the rebellious Mexican state still frequently at odds with central authority. His is the first account in English of the genesis and development of the Revolution in this important Mexican state and the first detailed history in any language of Guerrero in the period 1876 to 1940. Stressing as it does the conservative tendencies of the Revolution in Mexico, Ranchero Revolt is a major contribution to revisionist history. It is a striking example of the trend toward local and regional studies of Mexican history that are transforming much of the conventional wisdom about modern Mexico. Among these studies, however, Ranchero Revolt is unusual in its chronological scope, embracing not only the origins and military struggle of the Revolution but also the emergence of a new revolutionary state in the 1920s and 1930s. Especially valuable are Jacobs' descriptions of the agrarian developments that preceded and followed the Revolution; the vagaries of local factions; and the process of political centralization that took place first under Díaz and later under the revolutionary regimes.
