Drawing on new and extensive research in army and business archives, Mark R. Wilson offers a fresh view of the wartime North and the ways in which its economy worked when the Lincoln administration, with unprecedented military effort, moved to suppress the rebellion. This task of equipping and sustaining Union forces fell to career army procurement officers. Largely free from political partisanship or any formal free-market ideology, they created a mixed military economy with a complex contracting system that they pieced together to meet the experience of civil war. Wilson argues that the North owed its victory to these professional military men and their finely tuned relationships with contractors, public officials, and war workers. Wilson also examines the obstacles military bureaucrats faced, many of which illuminated basic problems of modern political economy: the balance between efficiency and equity, the promotion of competition, and the protection of workers' welfare. The struggle over these problems determined the flow of hundreds of millions of dollars; it also redirected American political and economic development by forcing citizens to grapple with difficult questions about the proper relationships among government, business, and labor. Students of the American Civil War will welcome this fresh study of military-industrial production and procurement on the home front—long an obscure topic.

In constructing its new fleet of ironclads, William H. Roberts explains, the U.S. Navy faced the enormous engineering challenges of a largely experimental technology. In addition, it had to manage a ship acquisition program of unprecedented size and complexity. To meet these challenges, the Navy established a "project office" that was virtually independent of the existing administrative system. The office spearheaded efforts to broaden the naval industrial base and develop a marine fleet of ironclads by granting shipbuilding contracts to inland firms. Under the intense pressure of a wartime economy, it learned to support its high-technology vessels while incorporating the lessons of combat. But neither the broadened industrial base nor the advanced management system survived the return of peace. Cost overruns, delays, and technical blunders discredited the embryonic project office, while capital starvation and never-ending design changes crippled or ruined almost every major builder of ironclads. When Navy contracts evaporated, so did the shipyards. Contrary to widespread belief, Roberts concludes, the ironclad program set Navy shipbuilding back a generation.

Different individuals mobilize in different ways—some flee, some pick up arms, and some support armed actors as civil war begins. Drawing on nearly two hundred in-depth interviews with participants and nonparticipants in the Georgian-Abkhaz war of 1992–1993, Anastasia Shesterinina explores Abkhaz mobilization decisions during that conflict. Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.

Communities across the North were the essential actors in providing troops, producing war materiel, and rendering aid to soldiers. But historians of the Northern home front have primarily focused on dissent and opposition rather than explaining popular support for the war. Scholarship that has concentrated on mobilization has centered on the ideology that influenced it rather than the process by which it was carried out, and historians of the Civil War have largely viewed Northern society as a single entity rather than a conglomerate of individual communities. The Pittsburgh home front connected with and manifested support for the Union war effort in myriad ways that illustrate the importance of regional distinctiveness to understanding the role of Northern society in the war. Ultimately, Pittsburghers were mobilized by a strong sense of localism that made mobilization a matter of honor for the community, by an interpretation of events on the home front that drew parallels with the experience of soldiers on the front line, and by adaptations of existing traditions to promote mobilization. By interpreting the war in ways that fit their existing ideologies and by creating opportunities to directly participate in its prosecution, community leaders and organizers in Pittsburgh enabled the people to engage in the war rather than simply observe it.

It takes as its starting point the French levée en masse of 1793, which replaced former theories and regulations concerning the obligation of military service with a universal concept more encompassing in its moral claims than any that had prevailed under the Ancien Régime. The levée en masse has accordingly gone down in history as a spontaneous, free expression of the French people's ideals and enthusiasm. It also became a crucial source for one of the most powerful organizing myths of modern politics: that compulsory, mass social mobilizations merely express, and give effective form to, the wishes or higher values of society and its members. The aim of the papers presented here is to analyse and compare episodes in which this distinctive ideological configuration has played a leading role.
