This book provides a detailed analysis of the positions and strategies adopted by Britain during the 1990-91 Intergovernmental Conference which concluded in the Maastricht Treaty on European Union. The main focus is on the questions of British policy coordination and the factors which determined the government’s position during the negotiations on European Political Union and European Monetary Union. This is the first major study which reconstructs the mechanisms of British policy making and notes the internal and external factors which shaped the construction of the government’s position on the major points of the negotiations. The hypothesis of the book is that domestic politics, primarily through the Prime Minister’s aim to maintain the unity of the Conservative Party, was the determining factor in shaping government policy. This view is based upon micro-level empirical analysis undertaken through a methodological approach of historical interpretation.

The last few years have been difficult both economically and politically, while its integrative function and legitimacy have been seriously tested. For many social, economic and geo-political reasons, its expansionary moment has stopped abruptly. On the contrary, the Greek economic crisis and the Brexit referendum have raised the spectre of fragmentation and political disintegration. The promise of the EU as a possible model for legitimate governance beyond the nation state lies somewhat in tatters. Even if the EU may indeed survive most of its current crises, is the project of a EU as a normative project beyond rescue? Ever since Maastricht, the democratic legitimacy of the EU has been a key concern of policy makers, citizens and academics alike. This issue is essentially a normative one, and over the same period our work in this area has been at the forefront in exploring what has come to be known (following an early working paper we wrote with this title in 2000) 'the normative turn in EU studies'. The debate on the democratic form and legitimacy of the EU is one that has gone on for some time and to which we, together with other scholars, have tried to contribute in the course of the last twenty years or so. Collecting articles written over the course of this period is not just meant as the testimony of an intellectual journey, but also a way of tracing such a journey in retrospect and mapping the important moments of the intellectual and scholarly debates that have contributed to shaping both our understanding and our expectations of the EU's possible futures.

His primary focus is the high politics" of European integration after 1989, especially the role of the Franco-German relationship in the Maastricht Treaty process.Acknowledging the important roots of the treaty in economic and institutional developments prior to 1989, Baun argues that Maastricht principally can be understood as a response by the EU and its member states to German unification and the end of the cold war. In making this argument, he departs from more conventional neofunctionalist or institutionalist interpretations of European integration.After providing the historical background of developments before 1989, Baun weighs the decision to launch parallel intergovernmental conferences on monetary and political union in 1990 and describes in detail the negotiations and treaty outcomes in each of these areas. He then examines the difficult ratification of the Maastricht treaty in 1992-1993, in the face of growing popular opposition and economic and monetary instability. The book concludes with an analysis of the future prospects for European union in the post-Maastricht era, as the EU approaches its next major intergovernmental conference in 1996.

Italy, despite being a founding member and historically pro-European, also started to establish Eurosceptic approaches and tends to blame the EU, especially the Euro, for its economic problems. This paper seeks to analyze the origin of Euroscepticism in Italy by looking at the reform programs that were imposed after the Maastricht convergence criteria required prospective members to cut their deficit and debt ratio. The resulting cuts in social expenditure created a public opposition towards the EU. Yet, even though Euroscepticism evolved, the Maastricht treaty can be seen both as an opportunity and a challenge. The emergence of Euroscepticism, however, is a general threat to the functioning and credibility of the EU. There are numerous reasons for countries to develop Euroscepticism. As for the Italian case, some scholars explain Euroscepticism by the accumulation of external historical factors, like the Maastricht Treaty of 1992.
