In collaborative workshops, interactive real-time visualizations were used to respond directly to the dialogue, and long-term climate change impacts were illustrated through collapsing time animations. The author, Dr. Olaf Schroth, is a researcher at the University of British Columbia and has studied both geodesy and planning in Hanover, Hamburg and Newcastle upon Tyne. Since then, he has been working at the interface of planning and 3D visualization, and the book summarizes his work in the EU project VisuLands (2003-2006) and his PhD at ETH Zurich. His research is not technology-driven but rather raises critical issues from a planning perspective. Therefore, the results and hands-on recommendations address researchers as well as practitioners in planning, architecture, geovisualization, geography, cartography and computer visualization.

Are we able to foster collaborative governance structures mediated by digital technologies? In the book, these issues will be discussed using a three-part structure. The first part of the book will be theoretical – it will review the literature in the field, establish a framework to organize the literature and to link three different subject areas (participation and community development, GIS and other related technologies, and planning processes). The second part of the book will be a series of success stories, case studies that review actual situations where participatory planning using GIS has enabled community wellbeing and empowerment. These case studies will vary in scale and focus on different planning issues (planning broadly defined). The final part of the book will step back to review alternative scenarios for the future, exploring where we are headed, as the technologies we are using to plan rapidly change.

However, official 'top-down' information is incapable of identifying, prioritising and 'marking out' these groups at a local level, and the result is too often an unfair, inefficient and ineffective allocation and use of the resources of social programmes. The author argues that a 'process approach' is often necessary to geneate relevant knowledge about local needs, especially in poor urban and heterogeneous areas. Such an approach fosters flexibility and adaptability to the local context. The book analyses the whole approach to information handling which was developed in the Brazilian project. The different phases are analysed; the collection and processing of data and the construction of an information system to be used for decision-making.

Book excerpt: This book explores the limits of NGO influence and the conditions that constrain NGOs when they participate in international negotiations Through an empirically rich study of the UN World Summits on the Information Society (WSIS) this book conceptualizes structural power mechanisms that shape global ICT governance and analyses the impact of NGOs on communication rights, intellectual property rights, financing, and Internet governance. The institutional framework of UN negotiations makes it easy for states to exclude NGOs from crucial meetings and to neglect their most relevant demands, in part explaining why NGOs had only limited influence on the policy outcomes of the WSIS in Geneva 2003 and Tunis 2005, although high numbers of NGOs participated. Using a critical perspective, Dany demonstrates that despite the far-reaching participation rights for civil society actors, structural power mechanisms continued to limit the influence of participating NGOs and this contradicts the widely held assumption that extensive NGO participation necessarily increases NGO influence on the policy outcomes. This book will be of interest to students and scholars of international relations, global governance, the United Nations, and global information and communication politics.
