The author focuses on the question of how a Western bureaucracy faced up to the most complex foreign policy challenge of the 1990s. The Netherlands, as a 'pocket-sized medium power', is an interesting case study. While the margins for Dutch foreign policy are limited, fate had it that the Netherlands occupied the European presidency during the second half of 1991, when the recognition issue divided the West and the parameters for the subsequent international intervention in the Balkans were set. By July 1995, the involvement of the Netherlands had deepened to the extent that Dutch troops who found themselves trapped in the UN safe area of Srebrenica together with the local Muslim population were unable to prevent the worst massacre in Europe since the Second World War. This study is based on interviews with all the major players, including two former Defence Ministers and two former Ministers of Foreign Affairs, and on documents from the Netherlands Ministry of Foreign Affairs, made available under the country's own 'freedom of information act'.

There was the genocide in Iraq (1988), in Rwanda (1994), in Srebrenica (1995), and in Darfur (2003 and continuing). Most observers agree there is an urgent need to assess the international community's efforts to prevent genocide and to intervene (once a genocide is under way) in an effective and timely manner. This volume, the latest in a widely respected series on the subject of genocide, provides an overview of a host of issues germane to this task. The book begins with a cogent discussion of the issues of prevention and intervention during the Cold War years. The second chapter discusses the abject failures and moderate (though, in some cases, highly controversial) successes at prevention and intervention carried out in the 1990s and early 2000s. Further chapters examine latest efforts to develop an effective genocide early warning system and examine the complexity of and barriers to prevention. The pros and cons of sanctions and the problems of enforcement and evaluation their effectiveness are then discussed. Conflicts between state sovereignty and the protection of threatened populations are examined both in historical context and by incorporating the latest thinking. Later chapters treat the issue of intervention; why and how it has met with only limited success. Concentrating on Rwanda and Srebrenica, chapter 8 discusses various peace operations that were abject failures and those that were moderately successful. The concept of an anti-genocide regime is examined in terms of progress in developing such a regime as well as what the international community must do in order to implement it. Chapters discuss key issues related to post-genocidal periods, those that need to be addressed in order to establish stability in a wounded land and populace as well as to prevent future genocides. The final chapter asks whether bringing perpetrators to justice has any impact in breaking impunity, ensuring deterrence, and bringing about reconciliation. The contributors to the volume are all noted scholars, some of whom specialize in the study of genocide, and others who specialize in such areas as early warning, peacekeeping, and sanctions.

Kaufman argues that the conflicts in Croatia, Bosnia-Herzegovina, and Kosovo have proven to be critical to an alliance that has not been able to define its roles and missions in the post-Cold War world. While, on the one hand, NATO was enlarging by inviting former adversaries in Central and Eastern Europe and the former Soviet Union to join, on the other hand it has been woefully unprepared to deal with the ethnic conflicts that erupted on its borders and that could undermine the peace and stability of Europe. The author contends that the conflicts in the former Yugoslavia have potentially threatened the essence of NATO by forcing the alliance to take on the new role of peacekeeper without adequately allowing the members to examine the role the alliance wants to or should play in a largely postcommunist world. Despite ongoing discussion in NATO ministerial summits, the alliance has made little progress to date and public questions about the role and even the viability of NATO after the Cold War continue to grow. The inability to address these issues leaves NATO facing a number of pressing questions that this book tries to answer: What role can and should the alliance play in the future? And why have the ongoing conflicts in the Balkans proven to be a challenge that the alliance has been unwilling or unable to resolve?

Book excerpt: This book seeks to bridge the gap between academic, political and military thinking concerning the success and failure of peacekeeping operations and their termination. Exit strategies have recently gained attention in political, military, academic and public debates, due to the Western engagement in international and intrastate conflicts since the end of the Cold War. Yet, many of those debates took place separately. This volume, which is predominantly a joint product of academics and the military of the Faculty of Military Sciences of the Netherlands Defence Academy, shows new venues by bridging the putative political-military divide. Drawing on theory, empirics, and personal experiences the authors address exits at political, strategic, operational and tactical levels of current and past military missions and interventions, ranging from decolonisation wars to Afghanistan and Iraq. Although some of those conflicts are still ongoing, valid inferences can be drawn. An important one is that exit forms a problem for those who leave and for those who stay. While political and military objectives might not have been reached and many of those involved have the feeling that the job is still not yet done, the termination of the entire mission or transitions at operational level necessitate both departures and handovers-takeovers and are thereby characterised by discontinuities and continuities at the same time. It is these dynamics between unfulfilled end states and end dates that, in the end, lead to the dilemma of leaving. Book excerpt: In July 1995, the Bosnian Serb Army commanded by General Ratko Mladic attacked the enclave of Srebrenica, a UN “safe area” since 1993, and massacred about 8,000 Bosniac men. While the responsibility for the massacre itself lays clearly with the Serb political and military leadership, the question of the responsibility of various international organizations and national authorities for the fall of the enclave is still passionately discussed, and has given rise to various rumors and conspiracy theories. Follow-up investigations by the International Criminal Tribunal for the former Yugoslavia and by several commissions have dissipated most of these rumors and contributed to a better knowledge of the Srebrenica events and the part played by the main local and international actors. This volume represents the first systematic, comparative analysis of those investigations. It brings together analyses from both the external standpoint of academics and the inside perspective of various professionals who participated directly in the inquiries, including police officers, members of parliament, high-ranking civil servants, and other experts. Book excerpt: This book examines recognition of new states, the practice historically employed to regulate membership in international society. The last twenty years have witnessed new or lingering demands for statehood in different areas of the world. The claims of some, like those of Bosnia and Herzegovina, Eritrea, Croatia, Georgia and East Timor, have achieved general recognition; those of others, like Kosovo, Tamil Eelam, South Ossetia, Abkhazia and Somaliland, have not. However, even as most of these claims gave rise to major conflicts and international controversies, the criteria for acknowledgment of new states have elicited little systematic scholarship. Drawing upon writings of English School theorists, this study charts the practice from the late eighteenth century until the present. Its central argument is that for the past two hundred years state recognition has been tied to the idea of self-determination of peoples. Two versions of the idea have underpinned the practice throughout most of this period - self-determination as a negative and a positive right. The negative idea, dominant from 1815 to 1950, took state recognition to be acknowledgment of an achievement of de facto statehood by a people desiring independence. Self-determination was expressed through, and externally gauged by, self-attainment. The positive idea, prevalent since the 1950s, took state recognition to be acknowledgment of an entitlement to independence in international law. The development of self-determination as a positive international right, however, has not led to a disappearance of claims of statehood that stand outside of its confines. Groups that are deeply dissatisfied with the countries in which they presently find themselves continue to make demands for independence even though they may have no positive entitlement to it. The book concludes by expressing doubt that contemporary international society can find a sustainable basis for recognizing new states other than the original standard of de facto statehood.
