Book excerpt: In September 1958, Guinea claimed its independence, rejecting a constitution that would have relegated it to junior partnership in the French Community. In all the French empire, Guinea was the only territory to vote “No.” Orchestrating the “No” vote was the Guinean branch of the Rassemblement Démocratique Africain (RDA), an alliance of political parties with affiliates in French West and Equatorial Africa and the United Nations trusts of Togo and Cameroon. Although Guinea’s stance vis-à-vis the 1958 constitution has been recognized as unique, until now the historical roots of this phenomenon have not been adequately explained. Clearly written and free of jargon, Cold War and Decolonization in Guinea argues that Guinea’s vote for independence was the culmination of a decade-long struggle between local militants and political leaders for control of the political agenda. Since 1950, when RDA representatives in the French parliament severed their ties to the French Communist Party, conservative elements had dominated the RDA. In Guinea, local cadres had opposed the break. Victimized by the administration and sidelined by their own leaders, they quietly rebuilt the party from the base. Leftist militants, their voices muted throughout most of the decade, gained preeminence in 1958, when trade unionists, students, the party’s women’s and youth wings, and other grassroots actors pushed the Guinean RDA to endorse a “No” vote. Thus, Guinea’s rejection of the proposed constitution in favor of immediate independence was not an isolated aberration. Rather, it was the outcome of years of political mobilization by activists who, despite Cold War repression, ultimately pushed the Guinean RDA to the left. The significance of this highly original book, based on previously unexamined archival records and oral interviews with grassroots activists, extends far beyond its primary subject. In illuminating the Guinean case, Elizabeth Schmidt helps us understand the dynamics of decolonization and its legacy for postindependence nation-building in many parts of the developing world. Examining Guinean history from the bottom up, Schmidt considers local politics within the larger context of the Cold War, making her book suitable for courses in African history and politics, diplomatic history, and Cold War history.

Officially, the revolution of 1910-20 restored control over land and local politics to the peasantry. But Namiquipan peasants, who fought alongside Pancho Villa, have seen little progress and consider themselves mere "spent cartridges" of a struggle that benefited other classes. Daniel Nugent's approach combines an emphasis on peasants' own perceptions of Mexican society after the revolution with an analysis of the organization and formation of state power. He shows that popular discontent in Chihuahua is motivated not only by immediate economic crises but by two centuries of struggle between the people of Northern Mexico and the government.

It completes an ongoing multi-generational, comparative study of ten medium-sized communities located in five Prairie and Plains states--Illinois, Iowa, Minnesota, Wisconsin, and Colorado. This long-term study was initiated by Daniel J. Elazar in 1959 to develop a comprehensive theory explaining and forecasting the development of the civil community based upon the changing relationship between internal developments and external factors. In this new volume, Elazar and his colleagues trace developments in these communities during the1980s and 1990s. The study examines how local communities function politically, socially, and economically, and then analyzes the impact that regional, national, and international trends and patterns have on local political systems in general and the cities of the prairie in particular. It revisits these communities at the dawning of a new frontier, the city-cybernetic frontier, which is characterized by a knowledge-intensive economic base made possible by computer and communication technologies. Changing technology has accelerated the settlement patterns that emerged after World War II. Ongoing population sprawl means that individuals are leaving the suburbs to live in the exurbs and beyond, creating a citybelt phenomenon that relies upon new technologies.

It examines, on the one hand, how the principal arbiters of religious and scientific truths - the Church and the academic establishment - reject paranormal ideas as "occult" and "pseudo-scientific", and how, on the other hand, paranormal enthusiasts attempt to resist such labels and instead establish paranormal ideas as legitimate knowledge. The author contends that the paranormal debate is the outcome of wider discursive processes that are concerned with the construction and negotiation of truth in Western society generally. More specifically, the debate is seen as an aspect of the "boundary work" that defines the contours of religious and scientific orthodoxy. The book paves new ground in understanding the nature of belief relating to a topic that has long held fascination to academics and lay people alike – paranormal ideas. It develops a discursive framework for understanding a contemporary social phenomenon, hence placing the study at the cutting edge of ethnographic development that seeks to integrate discursive perspectives with empirical accounts of sociological phenomena. Most importantly, the study is intended to contribute to the debate surrounding communicative action, by outlining a discursive perspective on the negotiation of ideational differences that goes beyond the incommensurability theories that have dominated the sociology of communication and knowledge.

Book excerpt: In rich ethnographic detail, Border Humanitarians explores the narratives of Burmese activists in exile who rely on transnational political and social networks to respond to gender violence among the hundreds of thousands of migrants living and working precariously on the Thai border with Myanmar. The activists this book follows must navigate a multiplicity of representations; they are simultaneously "illegal" in Thailand, underpaid feminized laborers in a global garment supply chain, and targets of global North humanitarian intervention with funding to "rescue" and "empower" them. Looking at how these multiple roles overlap, Saltsman asks how state border enforcement regimes, global humanitarianism, and neoliberal capitalist trajectories produce varied sets of constraints and opportunities in migrants’ lives. Here, like in many spaces that are simultaneously zones of refuge and hubs for flexible labor, the borderlands are both a site of dispossession for migrants as well as a resource for collective agency. As Saltsman details, gender itself emerges as an important tool for migrants and aid workers alike to navigate insecurity and assert varying ways of making order amidst the upheaval of displacement and ongoing exclusion.
