Book excerpt: In an era where asymmetric threats have caused the United States to create new and correspondingly asymmetric partnerships, the U.S. military often finds itself in the de facto lead of the effort to protect the nation and its interests, as well as those of its allies and partners. Russia, once an avowed enemy, is now an avowed partner in this struggle against this global insurgency. Even in the absence of political harmony with Russia, the United States must look to proven mechanisms of practical, effective cooperation that can serve to prevent future crises affecting our respective countries or our interests. For the indefinite future, those mechanisms will be found in the shared experiences of security cooperation between our two militaries in combined peace support operations in the late 1990s, and the subsequent programs of enhanced military cooperation that grew from that extensive collaboration. Given the nature of today's threat to individual nations and the international order, the instability within and the disturbing political developments in the Russian Federation, and the sense of urgency needed to address them, the most readily available tool we have is the U.S.-Russian military relationship. That relationship can provide the foundation from which we can expand our collaborative relationship, one which for time being will constitute the fulcrum of overall U.S.- Russian relations.

They possess the world's largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

Book excerpt: At a time when many are considering how the United States will fight the Russians, this monograph explores, instead, the history of U.S.-Russian cooperation in the post-Cold War era and analyzes the acceptability of U.S.-Russian cooperation, the substance of U.S.-Russian cooperation, and the elements of U.S.-Russian cooperation for the year 2017 and beyond. The author begins by recounting the many examples of cooperation during the Cold War and continues with a summary of cooperation during the administrations of George H.W. Bush through Barack H. Obama. He proceeds to answer three questions related to the prospects of future cooperation between the United States and the Russian Federation: Should the United States cooperate with Russia? On what should the United States and Russia cooperate? What principles should guide United States cooperation with Russia? Through his analysis, the author finds that despite the often tumultuous and increasingly adversarial relationship, cooperation has remained a consistent feature of U.S.-Russian relations. Moreover, he identifies a number of characteristics of Russian behavior and foreign policy, some in evidence during the tsarist period, which continue to influence the United States' dealings with Russia today. As the author describes, U.S.-Russian cooperation since the end of the Cold War has steadily deteriorated to the point at which some now characterize the relationship as being even worse than it was during the Cold War. Nevertheless, the author concludes that both countries will continue to seek ways to cooperate, but after forging a new relationship during the first two decades of the post-Cold War era and striving to preserve a troubled relationship during the third, the United States now must reinvent the relationship amid a significantly changed operating environment. Third, many key leaders of the current and recent Russian Government such as Vladimir Putin, Yevgeny Primakov, and Sergei Lavrov-while junior-were nevertheless present during the Bush Administration and their understanding- despite would-be "resets"-includes this history. These early efforts at cooperation must have influenced in some measure, their own experiences with, and opinions toward, cooperating with the United States.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

The "Vulcans," so named by Condoleezza Rice, were eight foreign policy experts who advised George W. Bush during his 2000 presidential campaign. After Bush assumed the presidency, the Vulcans helped shape the administration’s foreign policy following 9/11, including the military operations in Afghanistan and Iraq. All were veterans of past administrations, having served under either Ronald Reagan or George H. W. Bush, and they included among their ranks Dov Zakheim. Made comptroller and chief financial officer for the Department of Defense in 2001, Zakheim was also named the DoD’s coordinator for Afghan civilian reconstruction in 2002. In A Vulcan's Tale, Zakheim draws on his own participation and intimate knowledge to analyze how the United States missed critical opportunities while it struggled to manage two wars, particularly the seemingly endless endeavor in Afghanistan. In his view, the Bush administration's disappointing results in Afghanistan were partly attributable to the enormity of the challenges, certainly. But flawed leadership and deficiencies of management, understanding, and forethought all played their parts as well. The power of the purse proved to be especially damaging. The Office of Management and Budget was slow to fund Defense's efforts at the outset of the Afghan conflict and then inadequately funded the State Department and the U.S. Agency for International Development, casting the die for several additional years of conflict. The invasion of Iraq siphoned off critical resources for Afghanistan, thereby further complicating that country's reconstruction. Even with public policy of the highest order, the devil still lurked in the details, as the DoD's "money man" was soon to discover while he struggled to fund and manage the reconstruction of civilian Afghanistan. A Vulcan's Tale is an authoritative, candid but fair account of how a wise and admirable goal can be waylaid by insufficient funding and ineffective coordination, with the result of faulty—or, at best, incomplete—implementation.
