Book excerpt: Can the San Francisco Police Department use the Police Activities League cadet program as a recruiting tool? The San Francisco Police Department has had difficulty in recruiting qualified police officer candidates with a hiring success rate of four to ten percent. In this thesis, I evaluate the PAL cadet program by reviewing the qualifications and program experiences associated with the program. I identify and categorize qualities of a successful police applicant and challenges police agencies face finding these applicants. Finally, I conduct interviews in an attempt to gather additional data. With further collaboration between the SFPD and the PAL, and following certain recommendations, the PAL Cadet program is a potential recruitment resource for the SFPD.

Book excerpt: The Los Angeles Police Department (LAPD) is in the middle of a five-year hiring plan to increase the number of sworn officers in the department by 1,000 and achieve a force strength of more than 10,000 officers for the first time in its history. Thus far, working together with the City of Los Angeles Personnel Department's Public Safety Bureau (PSB), the LAPD is on track to achieve this ambitious goal. However, the personnel department and the LAPD have been operating close to the margin, often meeting their hiring quota at the very end of the month. In addition, the LAPD is under consent decrees that stipulate greater diversity in hiring its officers. This book assists the LAPD in achieving its recruiting and diversity goals by offering ways to improve productivity and efficiency in the recruiting process. It begins by identifying potential untapped local recruiting markets. It also provides a model of viable candidates that the LAPD and the personnel department can use to target its recruitment and to prioritize applicants while still maintaining its diversity hiring goal. Finally, it recommends ways to improve productivity of the PSB Background Investigation Division.

While much attention is given to recruiting and retention, these are only tools for accomplishing a larger goal: achieving and maintaining the profile of officers by experience and rank that satisfies agency needs and officer career aspirations. Police agencies often have little ability to assess their organization and environment, and they receive little guidance on how best to build and maintain their workforces. In this monograph, the authors seek to fill the gap of information available to police agencies through a survey on their recruitment and retention practices. The survey, sent to every U.S. police agency with at least 300 sworn officers, sought to document such characteristics as authorized and actual strength by rank, officer work and qualifications, compensation, and recruiting efforts. The authors used these data to provide an overview of current recruitment and retention practices, to describe how they affected police recruitment and personnel profiles, and to identify future research needs. Findings include that police compensation, city size, and crime rates had statistically significant effects on police recruiting. Advertising and recruiting incentives had little effect on the number of recruits. Cohort sizes and structures highlighted current and future personnel management challenges. To facilitate comparative and longitudinal analyses of police staffing, the authors recommend ongoing national data collection."--P. [4] of cover.
