The authors set out to find an answer to the perplexing question of how representative government operates in France in the seemingly unstable context of multiparties. By interviewing voters as well as legislators in 1967 and in 1968 after the great upheaval, and by monitoring policies of the National Assembly from 1967 to 1973, the authors test relationships between public opinion and decision making. They are able to sort out the abiding political cues that orient the French voter, to establish the normal electoral processes, to gauge the nature of mass perceptions of the political options available to voters, and to interpret the strikes, riots, and demonstrations of 1968 as a channel of communication parallel to the electoral process itself. Book excerpt: Until the last quarter of the 20th Century, Western party systems appeared to be frozen and stability was generally taken to be the central characteristic of individual-level party choice. But during the 1970s and 1980s, in a spasm of change that appeared to occur in all countries, this ceased to be true. Voters in Western countries suddenly demonstrated an unexpected and increasing unpredictability in their choices between parties, often to the extent of voting for parties that are quite new to the political scene. Understanding these fundamental changes became a pressing concern for political scientists and commentators alike, and a matter of extensive controversy and debate. In the middle 1980s, an international team of leading scholars set out to explore the reasons for these shifts in voting patterns in sixteen western countries: all those of the (then) European Community (except for Luxembourg and Portugal), together with Australia, Canada, New Zealand, Norway, Sweden and the United States. In this book they report their findings regarding the connections between social divisions and party choice, and the manner in which these links had changed since the mid-1960s. The authors based their country studies on a common research design. By doing so, they were able to focus on the characteristics that the sixteen countries had in common so as to evaluate the extent to which the changes had a common source. This is a longitudinal study, extending over nearly a generation, of changes in voting behaviour that is as fully cross-national as it was possible to produce at the time. Its findings enabled the authors to break away from conventional explanations for electoral change to arrive at conclusions of far-reaching importance. The passage of time has not dated this book, and in this edition the original text is augmented by a new Preface that describes the ways in which the book's findings retain their relevance for contemporary scholarship, and by an Epilogue in which the main analyses reported in the book are brought up to date to the middle 2000s.

Book excerpt: The conventional wisdom purveyed by the press and television and accepted as true by most politicians is that elections throughout the democratic world are personal clashes between individual presidential candidates and party leaders. Almost everyone assumes that election outcomes are frequently determined by the major candidates' personal characteristics. In the United States, Al Gore in 2000 came over as aloof and arrogantand failed to win his expected victory. In Great Britain, Tony Blair in 2001 came across as dynamic and personableand won a second term. So personal charisma appears to yield electoral success. This study by eminent scholars on both sides of the Atlantic suggests that the conventional wisdom is wrong. Survey research conducted in recent decades indicates that relatively few voters are swayed by candidates1 personal characteristics. Far more important are voters' longstanding party loyalties, their views on issues, and their judgments of how well or badly presidents and parties have performedor will performin office. The votes of even the few electors who are swayed by candidates' personalities usually cancel each other out. As a result, election outcomes are seldom decided by individual candidates' personal images. Occasionally, but not often. Ronald Reagan and Bill Clinton owed their election victories more to economics than to charm. At the end of World War II, the charismatic Winston Churchill lost the 1945 British general election; the colorless Clement Attlee won. Chancellor Helmut Kohl remained in power in Germany for a generation-but was never personally popular. Russian voters reckoned that Boris Yeltsin could not hold his drink- but nevertheless elected him. The implications of the authors' analyses are profound. They suggest that modern democratic politics is not nearly as candidate-centered and personality-oriented as is often supposed. They also suggest that parties' policies and their performance in office usually count for far more than the men and women they choose as their leaders. Not least, the authors suggest that the efforts of political consultants, advertising agencies, and spin doctors are often misdirected.
