They cover such key aspects as the general sources of comparative advantage between Mexico and the U.S., regional and local effects on production and employment, and the effect on production in particular industries. The authors start from the premise that the trade agreement will have a small impact on the overall U.S. gross national product because the U.S. economy is large compared to that of Mexico and because there is already much unrestricted trade between the two countries. Several chapters consider how some sources of comparative advantage that cut across industries differential environmental regulations and wage differentials - may affect the outcome. These are followed by chapters that assess the locational effects on U.S. production, either from the viewpoint of which metropolitan areas will gain employment or of the scale effects-transportation cost-tradeoff. Concluding chapters address the effect of the NAFTA on several individual U.S. sectors such as agriculture, automobiles, and financial services. Peter M. The goal of these agreements is the increase of wealth in each nation’s economy. To reach this goal, the USA, Canada and Mexico negotiated the North American Free Trade Agreement (NAFTA) which came into effect on January, 1st 1994. It was the world’s largest free-trade area with a combined population of over 360m people and a total GDP of 6$ trillion. Today, the NAFTA area comprises a 12.5$ trillion economy and a 430m strong population. For the first time, two highly industrialized, rich countries affiliated themselves with a poorer, newly industrialized country. At the time of its ratification, the agreement was extremely controversial in all three member states and opinions in political camps differed vastly. Supporters of the contract were mostly big companies and investors who were hoping that it would loosen restrictions and barriers on the capital market. Opponents of the agreement were trade unions which, especially in the United States, railed heavily against it. They feared outsourcing and massive job displacements to Mexico, a country in which labor is incredibly cheap and environment protection laws are lax or do not even exist. In Mexico, landowners were skeptical of NAFTA because they feared unfair competition with US-American farmers who are still to this day greatly subsidized by the government.

In this paper, the effect of both agreements on bilateral trade is presented through descriptive statistics on the one hand, and by applying a time series analysis in the form of an export and import demand function on the other. The results of the graphical analysis indicate that the coming into force of NAFTA has led to a rise in Mexico’s trade with that bloc, even though the econometric analysis does not support the assertion that the conclusion of the agreement is responsible for that. The EU-Mexico FTA has not led to a significant rise in Mexico’s exports to the EU, mainly due to transport costs. These costs are also the dominant factor in explaining exports from Mexico to its NAFTA partners, and therefore lead to the conclusion that the change in transport costs over time is more important than tariff reductions granted by the parties. Interestingly, Mexico’s imports from these two blocs are mainly determined by Mexico’s GDP and the exchange rate, rather than by transport costs.

The difficulty in this approach is to ensure an economic integration of both countries on the basis of bilateral treaties, despite differing cultural, social and economic attitudes. As an effect of the continuing globalization and the increased international interconnectedness, there is generally a rising number of international free trade agreements among countries with the intention to achieve economic growth and welfare that on the other hand simultaneously led to an increased amount of criticism arising from non-governmental organizations, consumer protection organizations or environmental groups. This oppositeness has received a lot of attention during the recent negotiations and implementation of the Comprehensive Economic and Trade Agreement (CETA) between the European Union and Canada. Similar to the Transatlantic Trade and Investment Partnership (TTIP), which is a foreseen free trade agreement between the European Union and the United States that has been temporarily suspended due to huge protests, both agreements have in common that they bear more criticism that than any other free trade agreement ever before. This is why it is interesting to know to which degree there is a correlation of similarities and differences between a modern free trade agreement such as the CETA and an already established treaty like the North American Free Trade Agreement (NAFTA) between the United States, Mexico and Canada. According to the title, there will be “An analysis of the benefits and critique between the free trade agreements NAFTA and CETA in a historical comparison” with the purpose of figuring out whether a certain contracting country is benefiting from the NAFTA or the CETA or if it is experiencing any social, environmental, cultural, economic or other disadvantages. In the following segments these aspects will be examined, contrasted and evaluated with the support of studies and current data to provide meaningful findings and to give a final recommendation for action at the end of the paper.

Book excerpt: The effects of trade liberalization and trade integration can be seen in many developing countries around the world. While freer trade can be said to create benefits from efficient allocation of resources, it does not ensure that gains from trade will be allocated equitably in a society. Nor does it ensure the preservation of natural resources. By estimating the set of reduced-form equations based on the study of Grossman and Krueger (1995), we calculated the relationship between environmental, employment, health, and Foreign Direct Investment factors and economic growth in Mexico and found that the effects of the North American Free Trade Agreement on Mexican sustainable and human development are ambiguous. The overall environmental degradation in Mexico cannot be considered a direct result of NAFTA integration because the eroded environmental conditions began well before 1994 and present a mixed picture thereafter. Moreover, NAFTA may well have produced some positive impacts on human development and employment in Mexico. Employment in service industries has increased since 1994, although higher percentages of better educated workers are unemployed. Education and health standards also show some improvement, but the sheer expansion of the Mexican economy due to globalization probably accounts for most of it. Most worrisome is the persistence of unemployment and extreme income inequality in Mexican society. Contrary to our expectations, therefore, NAFTA does not create solely negative impacts on the environment in Mexico, and, surprisingly, it has produced some positive outcomes for human development. Ultimately, however, the Mexican government must take more responsibility in pursuing human and sustainable development. Trade expansion and economic growth cannot by themselves guarantee continuous improvement in environmental conditions or in overall human welfare in Mexico. All our conclusions, however, are tenuous in that we encountered severe problems both in the data and in the statistical results. Perhaps the most significant discovery of this research is the need to question data sources and to doubt contradictory or inconsistent statistical findings.
