Book excerpt: Postwar military cooperation between France and Germany dates from the late 1950's, when the two began to pursue joint weapons development and armaments production. The current state of intensified defense cooperation began in 1982, when French President Mitterrand and West German Chancellor Schmidt agreed to conduct through exchanges of views on security problems. This led to the October 1982 decision to implement the defense clauses of the 1963 Elysee Treaty of Friendship. Cooperation today includes increased consultation on the role of French nuclear forces if employed on German territory, cooperation within the joint Defense and Security Council and joint Franco-German Brigade, major training exercises at the brigade and division levels, and promotion of cooperative weapons production. Of the many accomplishments in Franco-German cooperation since 1982, three areas stand out; the institutionalization of high-level meetings at regular intervals, the improved preparations for possible French participation in the defense of Germany, and the agreement on consultations regarding the potential use of French tactical nuclear weapons on German soil. France and Germany are likely to continue pursuing closer military ties and, on balance, it is in the interests of the United States to encourage them.

Despite radically different - if not opposed - historical experiences, both countries lie since decades at the heart of the Western security architecture. Repeatedly, for sound strategic, political, industrial or ideological reasons, France and Germany had a certain willingness to adopt common armaments and equipment for their respective national armies. Some successes are well known, like the Alphajet light aircraft or the Transall transport aircraft. Other attempts resulted in a mitigated outcome, like the Tiger combat helicopter. Others totally failed and never gave birth to common equipments. That is especially the case for main battle tanks and armored vehicles.Since the beginning of the Cold War and the revival of West-Germany in the 1950's, France and its nearest neighbor made several endeavours to develop and field common combat vehicles. Between the beginning of the 1950's and the end of the 1990's, there were indeed four successive projects: the AMX-50, the Standard Tank, the Tank 90 and the VBM / GTK armored wheeled vehicle. But interestingly, not a single one of these major land programs succeeded despite the apparent political will expressed by both partners. Systematically, such endeavours will give birth to distinct, uncommon military hardware.Therefore, we understand that there seems to exist a structural incapacity for France and Germany to reach a common outcome when cooperating for the procurement of major land weapon systems. Following this major and rather particular acknowledgment, I wanted to develop a multivariate analysis taking into account all types of obstacles encountered by France and Germany to field common armoured vehicles. When examining the military, political and industrial dimensions of these programs, it appears that difficulties were encountered everywhere.Every policy-maker in this field knows too well that the only real key factor of success of such large politico-industrial ventures is an alignment of political willingness, calendar perspectives, common operational need and mutually-beneficial industrial rationalization during the full program's length. This study shows that indeed no land program ever succeeded because no alignment was achieved on time. So if cooperation in this domain always failed in the past, why would this be different with on-going MGCS and CIFS projects in the future? Book excerpt: This article explores the military dimensions of increased cooperation between Bonn and Paris, examining the policy implications and prospects for success. After the plan for a European Defense Community collapsed in 1954 (owing to French opposition to West Germany's membership) and West Germany's entry into NATO the next year, Franco-German military cooperation was very much an open question. The opportunity to moderate this division came in January 1963, with the signing of the Elysee Treaty and, with it, the first phase of Franco-German military cooperation. Unfortunately, this effort was to have little effect, coming as it did when French participation in the NATO integrated military command was being called into question by De Gaulle. With the rupture between France and NATO in 1966, Franco-German military cooperation fell into a state of dormancy, with efforts largely limited to general staff talks and personnel exchanges. This state continued until 1982 when, partly as a result of changes in the leadership of both France and Germany, an effort to revitalize the 1963 treaty was made. French President Francois Mitterand's declared support for the modernization of NATO's theater nuclear weapons, coupled with German Chancellor Helmut Kohl's visit to Paris immediately after his election in October 1982, paved the way for increased cooperation. The pace during 1987 was particularly intense. On 19 June, Helmut Kohl proposed the formation of a joint Franco-German brigade, which was followed by the announcement by President Mitterand of the formation of a combined Franco-German Defense Council. The announcement was made during the course of exercise Bold Sparrow. However, these initiatives are not without their attendant problems. This article examines these three particular issues -- the creation of a joint brigade, the proposal of a joint defense council, and the combined exercise Bold Sparrow -- within the framework of the security concerns of the two countries.

Book excerpt: The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.
