Download or read book Framework for the National System of Marine Protected Areas of the United States of America written by and published by . This book was released on 2008 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: Final framework for a national system of MPAs for the U.S., called for under Executive Order 13158 of May 26, 2000, "Marine Protected Areas". The framework proposes a national system that is initially an assemblage of existing MPA sites, systems, and networks managed by federal, state, territorial, commonwealth, tribal, or local governments. It also outlines collaborative processes for MPA programs at all levels of government to work together at regional, national, and international levels and with public participation to achieve common conservation objectives.

Book excerpt: Second draft framework for developing the national system of MPAs for the U.S., revised with consideration of over 11,000 comments and recommendations received during the first draft's September 2006 to February 2007 public comment period. The revised draft framework outlines the following key components of the national system: a set of overarching national system goals and priority conservation objectives; MPA eligibility criteria and other key definitions; a nomination process for existing MPAs to be included in the national system; a science-based public process for identifying conservation gaps in the national system; a process for improving regional and ecosystem-based coordination of MPAs; mechanisms for national and international coordination; implementation guidance regarding federal agency coordination responsibilities to avoid harm to resources protected by the system; and mechanisms for monitoring, evaluating, and reporting on national system progress and priorities.

Book Marine Protected Areas MPAs

Book excerpt: "Recent events, including the release of the President's U.S. Ocean Action Plan and reports issued by the United States Commission on Ocean Policy and the Pew Oceans Commission, have prompted a reexamination of U.S. ocean policy and debate over an "ecosystem approach" to ocean resource management. One proposed mechanism for conserving ocean resources is the Marine Protected Area (MPA), conceptualized as a zoning system for the portions of the ocean under U.S. jurisdiction. This has been highlighted by the issuance of the Revised Draft Framework for Developing the National System of Marine Protected Areas (Draft Framework), issued on March 17, 2008, by the National Marine Protected Areas Center, part of the National Oceanic and Atmospheric Administration (NOAA). The introduction of H.R. 21 in the 110th Congress has also focused attention on the health of ocean resources"--Summary.

Book Governing Marine Protected Areas

Download or read book Governing Marine Protected Areas written by Peter Jones and published by Routledge. This book was released on 2014-02-24 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this innovative volume, the author addresses some important challenges related to the effective and equitable governance of marine protected areas (MPAs). These challenges are explored through a study of 20 MPA case studies from around the world. A novel governance analysis framework is employed to address some key questions: How can top-down and bottom-up approaches to MPA governance be combined? What does this mean, in reality, in different contexts? How can we develop and implement governance approaches that are both effective in achieving conservation objectives and equitable in fairly sharing associated costs and benefits? The author explores the many issues that these questions raise, as well as exploring options for addressing them. A key theme is that MPA governance needs to combine people, state and market approaches, rather than being based on one approach and its related ideals. Building on a critique of the governance analysis framework developed for common-pool resources, the author puts forward a more holistic and less prescriptive framework for deconstructing and analyzing the governance of MPAs. This inter-disciplinary analysis is aimed at supporting the development of MPA governance approaches that build social-ecological resilience through both institutional and biological diversity. It will also make a significant contribution to wider debates on natural resource governance, as it poses some critical questions for contemporary approaches to related research and offers an alternative theoretical and empirical approach.

Available in PDF, EPUB and Kindle. Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Available in PDF, EPUB and Kindle. Book excerpt: MPA Federal Advisory Committee's recommendations for a simplified system for categorizing MPAs in the United States, released in response to the Draft Framework for Developing a National System of MPAs. Addresses management criteria that could serve as entry criteria or evaluative criteria for sites admitted to the System; priority conservation objectives under which existing and new areas would be identified over time for natural heritage, cultural heritage, and sustainable production purposes; and a set of user-friendly MPA categories based on site purpose and type of protection. These recommendations were developed in response to the Committee's ad hoc charge from the Departments of Commerce and the Interior delivered at an April 2007 MPA FAC meeting in Arlington, Virginia.

Book Marine and Coastal Protected Areas

Download or read book Marine and Coastal Protected Areas written by Rodney V. Salm and published by IUCN. This book was released on 2000 with total page 406 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a new edition of the classic textbook on marine protected area (MPA) management in the tropics, originally produced as an output of the Bali World Parks Congress in 1982. Approaches to planning and managing MPAs have evolved considerably. Major advances include innovative financing mechanisms, partnerships with the private sector and NGOs, and collaborative management between government and coastal communities. These advances have brought new approaches for MPA establishment and management that are more participatory, involving communities through interaction and collaboration rather than prescription. With new case studies and illustrations, the guide comes in a water-resistant cover for field use. It is intended for those who plan individual and/or national MPA systems and gives philosophical context for MPAs along with some basic principles and approaches.

Available in PDF, EPUB and Kindle. Book excerpt: Federal agencies have been criticized for failing to protect marine resources effectively. The objective of this comparative case study is to determine whether the evaluation practices of federal area-based marine protection programs (also known as Marine Protected Area [MPA] programs) are contributing to improved marine resource protection. I investigate: (1) what methodologies federal agencies currently employ to evaluate their marine protected areas programs; (2) to what extent federal MPA program evaluation processes adhere to program evaluation theory and practice; and (3) how components of these evaluations could inform a national-scale MPA evaluation system. I also discuss whether evaluation results have been disseminated and recommendations implemented and the extent of inter-agency and intra-agency exchange of evaluation information.

Book Guidelines for Applying Protected Area Management Categories

Download or read book Guidelines for Applying Protected Area Management Categories written by Nigel Dudley and published by IUCN. This book was released on 2008 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: IUCN's Protected Areas Management Categories, which classify protected areas according to their management objectives, are today accepted as the benchmark for defining, recording, and classifying protected areas. They are recognized by international bodies such as the United Nations as well as many national governments. As a result, they are increasingly being incorporated into government legislation. These guidelines provide as much clarity as possible regarding the meaning and application of the Categories. They describe the definition of the Categories and discuss application in particular biomes and management approaches.
