Book excerpt: This paper presents 2019 Article IV Consultation with Barbados and its Second Review Under the Extended Arrangement, Request for Completion of the Financing Assurances Review, and Modification of Performance Criteria. The Article IV discussions focused on fiscal adjustment, medium-term growth and resilience to climate change and natural disasters. The Barbadian authorities continue to make good progress in implementing the comprehensive Economic Recovery and Transformation (BERT) plan aimed at restoring fiscal and debt sustainability, rebuilding reserves, and increasing growth. All program targets for end-June and end-September 2019 have been met. All three structural benchmarks for the second review have also been met. The authorities have continued the reform of state-owned enterprises (SOEs) by completing a review of tariffs and fees charged by SOEs, tightening reporting requirements, and reducing costs. The authorities reached agreement with the External Creditor Committee on a restructuring of external debt to private creditors in October 2019 and launched a debt exchange offer in early November. The IMF Staff proposes modification of the performance criteria relating to the primary balance, net international reserves and net domestic assets.

International reserves have increased to US$1.3 billion at end-March 2021, supported by IFI loans. This, and a successful 2018-19 public debt restructuring, have helped rebuild confidence in the country’s macroeconomic framework. However, a virtual standstill in the tourism sector during the pandemic took a significant toll in 2020, with the economy contracting by 18 percent. While Barbados was successful in containing the outbreak during 2020, a surge in COVID-19 cases in early 2021 resulted in the country’s second national lockdown in February. Economic growth is projected at 3 percent for 2021 premised on a modest recovery of tourism in the second half of the year, but the outlook remains highly uncertain, and risks are elevated, also in light of the possible impact of recent volcanic activity in neighboring Saint Vincent.

Book excerpt: The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Drawing on original documents and extensive interviews in the twelve CARICOM member countries, he describes the move away from a market-oriented laissez-faire approach to agriculture and the shift toward sectoral programming. The role of other regional organizations, such as the Caribbean Development Bank and the Caribbean Agricultural Research and Development Institute, is examined and related to national and regional policies in the agricultural sector. The Caribbean experience, concludes Dr. Axline, suggests that the future direction of regional cooperation among developing countries will likely be toward more intensive integration on a less extensive scale.
