The speech of introduction was as fol ows: The new United States High Commissioner has arrived and we are here to greet and welcome him with hearts filled with gratitude for no better choice could have been made by the President of the United States than the Selection of His Excellency, Francis B. Sayre. This is the first time, as far as I know, that he lands on these beautiful shores of Manila Bay. But he knows the Philippines and the Filipino people, the beauty and the vast resources of this country, and our economic needs, as well as anyone who has lived with us for many years. He has Spent the last 3 years studying the Philippine problem from all angles with the keen mind that he has and the great humanitarian heart that throbs within him. He has learned so much of our needs here that he has done everything within his power to secure for our people and for our country the needed help of the United States. He has repre sented the President of the United States throughout all the processes that have taken place from the time the President of the United States and I agreed on the appointment of a Joint Preparatory Committee to study carefully the future trade relations between the United States and the Philippines, up to the time when the Congress acted upon the report and recommendations of the committee. The Congress of the United States did not deem it advisable to act at this time on all the recommendations of the Joint Preparatory Committee, but it has adopted to a large extent the recommendations of the committee regarding our trade relations with the United States up to 1946. The Congress has also provided that 2 years prior to the date fixed for the recognition of Philippine independence, a new committee Shall be appointed to consider the question of the trade relations between the United States and the Philippines after independence. Public peace and order were maintained, the courts functioned regularly, and individual rights were duly protected: The budget of the National Government and of the local subdivisions was kept in balance, ordinary expenditures having been fully met with current income. The public debt was kept within a low level. Sink ing funds forthe amortization of the public debt were adequately maintained. Public borrowing was not resorted to except when urgent public projects could not be provided for from current revenues, and only when there was a reasonable assurance that revenues would be sufficient to meet the resulting recurring charges for interest and sinking-fund contributions. In spite of unsettled world conditions during the period under review, there was a slight increase in revenues. Customs collections increased on account of heavy importations in anticipation of an up ward _change in price levels due to the expected extension of the Euro pean conflict. Internal-revenue collections also increased because of new revenue measures and an increase in tax rates. The monetary system functioned regularly with a continued strengthening of the currency reserves. Circulation was maintained at a reasonable figure. The tendency for circulation to increase due to payments to the Commonwealth government from the excise tax collections in the United States was counteracted by the unfavorable balance of trade brought about by heavy buying abroad.
