Book excerpt: This book provides an empirically formulated foundation for conflict-sensitive conservation, a field in which the existing literature relies primarily on anecdotal evidence. Seeking to better understand the impact of conflict on the implementation and outcomes of environmental projects, the Global Environment Facility (GEF) Independent Evaluation Office and the Environmental Law Institute undertook an evaluation of GEF support to fragile and conflict-affected contexts. Following a qualitative and quantitative analysis of documents from more than 4,000 projects, the research team discovered a statistically significant negative correlation between a country’s Fragile States Index score and the implementation quality of environmental projects in that country. In this book, the evaluation and research team explain these groundbreaking findings in detail, highlighting seven key case studies: Afghanistan, Albertine Rift, Balkans, Cambodia, Colombia, Lebanon, and Mali. Drawing upon additional research and interviews with GEF project implementation staff, the volume illustrates the pathways through which conflict and fragility frequently impact environmental projects. It also examines how practitioners and sponsoring institutions can plan and implement their projects to avoid or mitigate these issues and find opportunities to promote peacebuilding through their environmental interventions. Examining data from 164 countries and territories, this innovative book will be of great interest to students and scholars of environmental management, conservation, international development, and the fast-growing field of environmental peacebuilding. On a river model, groups are assumed to be interdependent and overlapping. If we imagine human settlements and territorial rights as established in river catchment areas-not on lands with walls and borders-the primary features of group life are not independence and distinctness. Drawing on natural law philosophy, Nine's theory argues for the establishment of foundational territories around geographical areas like rivers. Usually lower-scale political entities, foundational territories overlap with and serve as the grounding blocks of larger territorial units. Examples of foundational territories include not only river catchment areas but also urban areas, drawn around individuals who hold obligations to collectively manage their surroundings. Foundational territorial authorities manage spatially integrated areas where agents are interconnected by dense and scaffolded physical circumstances. In these areas, individuals cannot fulfil their natural obligations to each other without the help of collective rules. As foundational territories overlap the territories of other political units, Nine frames a theory of nested and shared territorial rights, and argues for insightful changes to the allocation of resource rights between political groups and individuals.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Increased mobility through massive urbanization and migration allows people unprecedented access to different cultures and ideas; advanced technologies speed the pace of human interaction; the globalization of communication offers new forms of social relationships that may directly contradict traditional norms for behavior. These changes create tremendous stresses on relationships in societies - affecting the way youth interact with their elders, the way women and men relate to each other, how urban migrants and refugees relate to their new environments, and so on. The impacts of these changes are felt acutely in 'fragile' situations, where groups and institutions struggle to adapt to the stresses of rapid social change. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. In addition to these domestic challenges, the costs of fragility often spill over to neighboring regions in the form of trafficking in illegal goods and persons, corruption, and violence. 'Societal Dynamics and Fragility' frames a fresh approach to these challenges, by focusing on improving relationships across groups and institutions in society. Drawing on case studies from Yemen, Central African Republic, Haiti, Liberia and Aceh (Indonesia), the book provides a framework for understanding and healing the social divides that often get in the way of building capable institutions and exiting from fragility.

Book excerpt: High persistence of state fragility (a fragility trap) suggests the presence of substantial benefits from avoiding a fall into fragility and considerable hurdles to successful exit from fragility. This paper empirically examines the factors that affect the turning points of entering and exiting from state fragility by employing three different approaches: an event study, the synthetic control method, and a logit model. We find that avoiding economic contraction is critical to prevent a country on the brink of fragility from falling into fragility (e.g., among near fragile countries, the probability of entering fragility would rise by 40 percentage points should real GDP per capita growth decline from +2.5 percent to -2.5 percent). Also, strengthening government effectiveness together with increasing political inclusion and maintaining robust economic activity should help make exit from fragility more successful and sustainable. In the current environment (the COVID-19 crisis and its aftermath), the findings suggest the importance of providing well-directed fiscal stimulus with sufficient financing, (subject to appropriate governance safeguards and well-designed policies), and protecting critical socio-economic spending to keep vulnerable countries away from being caught in a fragility trap.

The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
