Book excerpt: The transition to adulthood can be daunting, particularly for youth exiting the foster care system. Foster youth face unique challenges in this transition and have been found to experience negative outcomes across a variety of domains, especially employment. A key piece of legislation in California, the California Fostering Connections to Success Act, also known as AB 12 or Extended Foster Care (EFC), was enacted to improve the outcomes of foster youth by extending foster care until age 21. The current study evaluated AB 12's effectiveness in improving employment outcomes for foster youth exiting care in California. This study conducted a policy analysis of the AB 12 legislation and examined data from the California Child Welfare Indicators Project (CCWIP) regarding employment outcomes. The study investigated trends in employment rates of foster youth exiting care. The results indicated that employment rates of foster youth exiting care have increased, particularly following the enactment of AB 12. However, youth exiting foster care at a younger age (18 or 19) had lower employment rates. Also, the receipt of Independent Living Program (ILP) services was associated with higher rates of employment for foster youth exiting care. The important conclusion of this study was that AB 12 had a favorable impact on the employment rates of foster youth exiting care.

Book excerpt: Foster youth who are in the system often have experienced a type of abuse, neglect or other experiences that can impact their health and overall well-being; these challenges can negatively impact their education, mental health, and employment status as they grow older into adults and attempt to transition to independent living (California Department of Social Services, n.d.). One of the most significant changes that occurred in the child welfare system in California was the implementation of a policy to extend the age for foster youth from 18 to 21 allowing them to stay in the system and receive foster care services as they transition to independent living. This policy is known as the California Fostering Connections to Success Act, also known as Assembly Bill (AB) 12 (AB12, 2010). Under the AB 12 policy, the implementation of the Extended Foster Care (EFC) Program allowed foster youth to participate in support services that would allow them to stay until the age of 21 (California Department of Social Services, n.d.). The purpose of this graduate project was to conduct a policy analysis on the California Assembly Bill 12 (Extended Foster Care, 2021) to determine if the provisions of the policy have helped older foster youth to have a successful and resourceful transition into adulthood. Using the Critical Race Theory framework, the analysis will determine if the overall outcomes for older foster youth exiting the foster care system differs based on age, gender, race. Findings from the project will help to determine how policy AB 12 has benefited older foster youth exiting the system.

Book excerpt: According to the Children's Law Center of California (2015), there are over 33,000 children in foster care in Los Angeles County. Foster youth that left foster care at age 18 encountered barriers, which put them at higher risk for homelessness and lower academic achievement, which contributes to the poor outcomes of this population (Jones, 2019). To help improve outcomes of these foster youth, the State of California signed into law Assembly Bill 12 (AB12), Fostering Connections to Success Act (AB12; 2010). The Fostering Connections to Success Act allows current and former foster youth to extend foster care services voluntarily and remain in foster care until the age of twenty-one years, as non-minor dependents (NMD). The focus of Extended Foster Care is to increase favorable outcomes for NMDs by preparing them for their transition into self-sufficient adults. This policy analysis explores whether the Extended Foster Care provisions included in AB12 have achieved the intended goals of supporting transitional age foster youth, utilizing the Jimenez Theory Framework (Jimenez, Chambers, Pasztor, & Fujii, 2015).

Book excerpt: New York City has never been a particularly easy place for teenagers and young adults to break into the workforce. Even during the boom years of the 2000s, the city's unemployment rate for teens between the ages of 16 and 19 hovered just under 20 percent. By the end of 2010, it had risen to 40 percent. As shocking as these numbers are, however, young people aging out of the city's foster care system appear to be faring even worse. Based on dozens of interviews with child welfare practitioners across the five boroughs, it is estimated that no more than half of the young people who have recently left the foster care system have jobs at any given time. With nearly 1,000 foster youth aging out of the system every year, that means that close to 500 young people each year are failing to connect with the world of work. This report shows that not enough is being done to help foster youth connect to jobs and careers. While there is a lot that is right with the child welfare system today, neither the city agencies that oversee the child welfare system nor the private foster care agencies that provide direct services to foster youth are adequately equipped to help young people who are aging out of the system to succeed as adults. And the greatest shortcomings are with assisting foster youth to prepare for the workforce. This study takes an in-depth look at the challenges foster youth have in getting and keeping jobs as adults and examines what the various players in the city's foster care and workforce development systems are--and aren't--doing to help young people transition from foster care into adulthood. It offers a range of recommendations on what could be done to improve employment and educational outcomes of young people aging out of the system. (Contains 2 tables, 8 charts, and 35 endnotes.) The purpose of this graduate project was to conduct a policy analysis of California Fostering Connections to Success Act also known as Assembly Bill 12 (AB12). AB12 allows foster youth in California who turn 18 to choose to stay in extended foster care until their 21st birthday and to receive extensions of services. Using a critical race theory framework designed by Delgado and Stefancic (2010), this graduate project will analyze AB12 specifically to examine the impact of the bill on foster youth who received extended care services as compared to youth who did not receive extended foster care services. Findings from this policy analysis will offer information on the impact of extended care services and help to create more equitable and safe transitions for youth as they leave the foster care system. Book excerpt: This study explored the needs of aged out foster youth as pertaining to AB12 legislation and programming using a qualitative, interview based study design with a 6 respondent sample. Respondents ranged in age from 19 to 24, all were going go college part or full time and were employed. Former Foster youth 18 and older were asked about their experience with and knowledge of AB12 eligibility. Youths who used AB12 services were asked of their evaluation of the program. Respondents reported being uninformed about their eligibility for AB12. Many respondents noted the importance of mental health counseling and mentorship during their transition to adulthood. New findings in this study include the need for a foster youth navigator; or a practitioner that has experience with AB12 and the foster care system and can help youth connect to services as they transition out of foster care.

Book excerpt: Purpose: The purpose of this research is to analyze the impact of the Assembly Bill (AB) 12 that extends foster care to age 21. This research will identify how this policy has impacted foster youth, reduced homelessness and incarceration in former foster youth, and extended care outcomes compared to youth who are not extending in care. In addition, it will examine what the experience of youth in AB-12 is like. Methods: The method used to find research articles was through California State University Northridge library search engine. Results: The overall results have demonstrated that extending foster care to age 21 has positively impacted foster youth as there is a decreased risk of homelessness, crime, and substance use. Youth's continued involvement with social institutions serve as protective factors when transitioning to adulthood. The research showed youth in care experienced disproportionate rates of pregnancy and parenting when compared to youth not in care. While the research showed foster care could provide protective factors for substance use, the year after emancipation is when foster youth are the most vulnerable to use. A literature review was conducted to examine risk factors for youth transitioning out of foster care, the systemic barriers foster youth encounter, and the implementation of supportive service that can improve outcomes for youth aging out of foster care. The prevention and aftercare program will be implemented at Olive Crest in Los Angeles County and will provide supportive services. The goal of this program is to provide non-minor dependents in THP+FC with the necessary skill sets and support instrumental in their transition to independence. Submission or funding of this grant was not a requirement for the completion of the project.

Many lack the necessary skills to transition successfully from foster care to independent living. These unsuccessful transitions usually result in the individual experiencing barriers such as under-education, unemployment, lack of permanent housing, inadequate social support, and involvement with the criminal justice system. However, with the help of independent living programs these low rates of success can be reversed to reveal better outcomes for youths emancipating from care. Research has observed that participants involved with independent living programs have more successful rates in the areas of educational attainment, length of employment, stable housing, fewer encounters with justice system and better social support than those not participating in any types of services. The purpose of this study was to review the Independent Living Program and its mandates as well as the various independent living programs operating throughout the United States in an attempt to identify which program elements are effective in preparing youth to live successfully upon emancipation from the foster care system. The following study conducted is a review of the research literature on independent living services and programs for foster care youths. Existing studies were gathered to provide evidence about whether or not the independent living program and its services have been shown to be effective. Benefits of this literature review can provide information for future policy makers, social workers, and administrators. By knowing what appears to work and what has shown to produce positive results and outcomes, federal, state, and local legislators can use this information to adapt, revise existing laws or to create new laws for children and youth that are in the system to help them prepare for their future outside of the foster care system.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. The unfavorable outcomes for the youth were evident since the passing of Independent Living Initiative in 1986 and the Foster Care Independence Act in 1999. After 25 years, history continues to reflect the harsh reality, challenges, and poor outcomes in various domains such as education, socioeconomic status, housing, criminal involvement, and utilization of public aid as youth transitioned to self sufficiency. The Fostering Connections to Success and Increasing Adoptions Act became a law in 2008 and revolutionized the child welfare policies and programs with the goal of enhancing the outcomes of the welfare of the children and by extending the foster care services for the young adults in foster care ages 18 to 21. This important piece of legislation is optional for each state and California elected to participate by passing the California Fostering to Success Act also known as Assembly Bill 12 in October 2010. This study delved into the problems and challenges youth often experienced during transition from the child welfare system, the relevant legislations promoting better outcomes for our former foster youth, the significance of A.B. 12, the anticipated outcomes for the young adults in foster care, the impact and implications on social work practice, and lastly, the importance of future research.

Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care. The CFCP is intended to help states improve education efforts with foster care youth by providing specific supports to help them earn a GED or High School Diploma, and to obtain employment. This study used 2011-2015 data in the National Youth in Transition Database (NYTD) Services File and Outcomes File to examine associations between the services listed above, GED/graduation, and employment, through three regression analyses. The study found a positive correlation between education level and education outcomes indicating that the more grades a foster care youth completed, the more likely they were to earn an academic credential. The study also revealed three small correlations between employment skills, foster care status, and highest education certification and employment status. These findings indicate that foster care youth were more likely to be employed if they possessed employment skills and had signed themselves out of foster care.
