With exports and imports only accounting for less than 30% of GDP, Argentina is significantly less integrated into the world economy than other emerging market economies. This reflects several decades of inward oriented policies including a strategy of industrialisation through import substitution. Trading little, Argentina has also remained on the side-lines of global value chains, all of which represents significant lost opportunities for growth and well-being. This paper, based on a chapter in the 2019 Economic Survey of Argentina, analyses the potential benefits and distributional effects of a stronger integration into the global economy. It also discusses policy options for opening up and for accompanying policies to ease the transition towards a more open economy. Book excerpt: Integration into global markets can improve the efficiency of the Argentinian economy, providing opportunities for private investment to flourish and for the associated benefits to accrue to consumers. Among many policies that are important for integrating into the global economy, particularly relevant are trade, investment, and competition policies. They all share a common attribute: the capacity to shape the incentives of firms to improve resource allocation and to strengthen productivity while integrating into international markets. Once properly combined, investment, trade, and competition polices have mutually reinforcing relationships in the sense that growth dividends stemming from reforms in one policy area are reinforced when properly combined with reforms in the other two. Against this backdrop, this report follows a three-pronged approach. It presents a set of robust empirical analyses †“ drawing from both general and partial equilibrium exercises - to assess the potential impacts from trade, competition, and investment policy reforms. It offers a new comparative review of international experience with structural microeconomic reform programs to bring insights for Argentina’s design and sequencing of such reforms. Finally, it presents individual reform recommendations for each institution in charge of the three respective policy areas in an integrated step-by-step framework from the firm perspective to illustrate the critical challenges to investment and internationalization for Argentinian firms.

Economic policies reacted in a timely and decisive manner to the crisis, supporting millions of Brazilians. But a strong and inclusive recovery from the recession will require long-lasting improvements in economic policies. Improving fiscal outcomes remains one of Brazil’s principal challenges given a high debt burden, to which the pandemic has added significantly. Public spending will need to become more efficient, including by building on past progress in the fight against corruption and economic crimes. Social protection can be strengthened through a better focus on the most effective policies and benefits, which could allow significant reductions in inequality and poverty. Stronger growth will hinge on raising productivity, which has been virtually stagnant for decades. This requires addressing underlying policy challenges, including reducing regulatory burdens, reforming taxes, strengthening judicial efficiency and fostering a stronger integration into the global economy. Raising productivity implies reallocations and structural changes in the economy, which should be accompanied by well-designed training and education policies. Training with a strong focus on local skill demand can help workers master the transition and seize new opportunities to move into better jobs. Book excerpt: This paper uses the natural experiment of Argentina's integration into world markets in the late-nineteenth century to provide evidence on the role of internal geography in shaping the effects of external integration. We develop a quantitative model of the distribution of economic activity across regions and sectors. The model predicts a spatial Balassa-Samuelson effect, in which locations with better access to world markets have higher population densities, higher shares of employment in the non-traded sector, higher relative prices of non-traded goods, and higher land prices relative to wages. We use the model and data on population density and sectoral employment shares to recover sufficient statistics that isolate the economic mechanisms through which external and internal integration affect economic development. Our analysis highlights the role of complementary investments in internal infrastructure and technology adoption in mediating the economy's response to external integration.
