One whose family can not support him or who has lost his family is dependent. If his parents willfully fail to provide for him or treat him cruelly, he is neglected. If in response to a bad situation he rebels or breaks some law, he is delinquent. In reality these classifications are vague and overlapping. As definitions they are both inaccurate and dangerous. Labels have a way of sticking, and if there is one thing that needs emphasis more than another it is that situa tions and persons are too complex to be readily explained or precisely classified. There is a common impression that the majority of de pendent children are orphans, but at present the full orphan is rare in social work. The foundling with no known relatives is equally unusual, and cases of abandonment by parents of children not already in the care of some agency are not common. Parents SO immoral or incompetent that they should under no circumstances care for their children are the exception. Nor would the unmarried mother swell very largely the number of dependent children if she could always obtain adequate support for her child without parting with him. An inspection of applications made to almost any children's agency would Show a number of children who must be provided for temporarily, and a few for whom provision must be permanent because of the physical or mental disability of parents. Many applications would be the result of poverty, usually complicated by sickness and unemployment. A surprising number would be the direct or indirect outcome of the separation of parents or of the desertion of one parent. It describes failures as well as successes. It does not attempt to discuss general or ideal standards of child welfare. So far as standards are discussed at all the purpose is primarily to show those held by the State Charities Aid Association in the state of New York at the present time. In the practical application of these standards a tendency to lower them is shown in particular instances due to a lack of public or private funds and agencies to provide boarding family care whenever this is best for the child. The publishers believe that there has been a gain to the earnest student of the problems of free foster home care of children because the writers of this monograph have had an eye single to a literal account of and frank comment upon their own experiences under actual conditions in New York state. However, these earnest students should recognize, as the writers and publishers of this monograph clearly do, that other records and discussions of experience are needed to give the present monograph true community perspective. Especially is there further need of the true record of wider experiences for two purposes: first, to make clear the principles which should determine the relationship of both agency and free foster home to each other and to the child; second, to show how far three other forms of care, namely, adequate assistance to all mothers who could thus care for their own children, the boarding family home whenever best for the child, and the wise development of what the English call the "scattered home," can and should change the ratios of dependent children now cared for in institutions and in free family homes. Book excerpt: Excerpt from Children in Foster Homes, Vol. 16: A Study of Mental Development Dr. Skodak's study is part of an extensive Station research program devoted to inquiries into the mental development of children. It is of particular interest as a complement to the recently published monograph A Study of Environmental Stimulation: An Orphanage Preschool Project by Skeels, Updegraff, Wellman and Williams. The present study traces in some detail the mental growth of a large group of children placed early in foster homes, relating the work not only to other studies in the Station but to the publications of Burks, Freeman, Jones and Leahy. In general the IQ of a foster child during these preschool years is related not to the genetic constitution as derived from true mother and true father, but to the quality of the home in which he now lives. Of one thing we can be reasonably sure: the older idea that a gain or loss of as much as 20 IQ points must be exceedingly rare is definitely not valid for these young children. All measures of correlation and central tendency in this and allied Station studies demonstrate that, for young children subjected to demonstrably changed environments, substantial shifts are the rule rather than the exception. Nor can this be taken as a measure of the unreliability or futility of intelligence testing. Rather, to a significant extent (lying beyond the probable errors of measurement), such shifting indicates real losses and gains in the relative mental standing of the children involved. What can be done to reduce the suffering? If there were simple solutions to abuse and neglect they would have been discovered long ago. There are no easy answers, but in this vivid history of child protection in America, John E.B. Myers introduces realistic policies that will reduce maltreatment and strengthen the system that protects our children. Before it is possible to design viable improvements in today's system, it is necessary to understand how it evolved. The sweeping, beautifully written account of child protection in America traces its growth from colonial days to the present--from the rise and gradual disappearance of orphanages, the growth of foster care, the birth of organized child protection in 1874, and the rise of private societies to prevent cruelty, to the twentieth-century transition to government-operated child protection. Attainable reforms such as dealing with the lingering effects of racism in the child welfare, reworking funding mechanisms, refocusing leadership, creating a less adversarial system, strengthening foster care, and reinventing the juvenile court point to flaws in our system but demonstrate that progress is possible. This provocative book will challenge all those concerned with children's welfare to move toward real solutions that will make life better for America's most vulnerable children.
