Book excerpt: In armored force circles the inter-war years are sometimes referred to as the “lean years.” The abolishment of the separate Tank Corps in 1920, the Depression Era budget constraints and a lack of national strategic vision have caused a mistaken belief that little attention was paid to the development of armored force structure and doctrine in this critical time period. In fact the evidence points to the contrary. Rather than development by a kick start in 1940, the evidence illustrates an evolution of armored doctrine and force structure. The process started immediately upon return from World War I by a core of tank visionaries and advocates. The fruits of their labors were realized in 1940 when war demanded the rapid fielding of armored divisions. The fact that fourteen divisions were fielded in four years, when none had existed previously, is testimony to their efforts. This paper is told from their perspective. In the face of significant institutional obstacles these tank advocates responded to a higher calling. The inter-war period has parallels for us today. Once again we have declared victory, are downsizing our force structure and slashing our defense budget. Will we retain and encourage within our ranks visionaries and advocates to prepare our military for future conflict as we enter a new “lean years” era?

The majority of these units were found in the U.S. Army, and African Americans served in every one of the combat arms. They found opportunities for leadership unparalleled in the rest of American society at the time. Several reached the field grade officer ranks, and one officer reached the rank of brigadier general. Beyond the Army, the Marine Corps refused to enlist African Americans until ordered to do so by the president in June 1942, and two African American combat units were formed and did see service during the war. While the U.S. Navy initially resisted extending the role of African American sailors beyond kitchens, eventually the crew of two ships was composed exclusively of African Americans. The Coast Guard became the first service to integrate—initially with two shipboard experiments and then with the integration of most of their fleet. Finally, the famous Tuskegee airmen are covered in the chapter on air warfare. Proud Warriors makes the case that the wartime experiences of combat units such as the Tank Battalions and the Tuskegee Airmen ultimately convinced President Truman to desegregate the military, without which the progress of the Civil Rights Movement might also have been delayed.

Why do nations faced with the prospect of large-scale conventional war opt for or against an offensive strategy? John J. Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. He is also concerned with examining such relatively technical issues as the impact of precision-guided munitions (PGM) on conventional deterrence and the debate over maneuver versus attrition warfare.Mearsheimer pays considerable attention to questions of military strategy and tactics. Lacking the hindsight of historical perspective, cavalry planners based their decisions on incomplete information. Harnessing the Airplane compares how the American and British armies dealt with this unique challenge. A multilayered look at a critical aspect of modern industrial warfare, this book examines the ramifications of technological innovation and its role in the fraught relationship that developed between traditional ground units and emerging air forces. Cavalry officers pondered the potential military uses of airplanes and other new technologies early on, but preferred to test them before embracing and incorporating them in their operations. Cavalrymen cautiously examined airplane capabilities, developed applications and doctrine for joint operations, and in the United States, even tried to develop their own, specially designed craft. Throughout the interwar period, instead of replacing the cavalry, airplanes were used cooperatively with cavalry forces in reconnaissance, security, communication, protection, and pursuit—a collaboration tested in maneuvers and officially blessed in both British and American doctrine. This interdependent relationship changed drastically, however, during the 1930s as aviation priorities and doctrine shifted from tactical support of ground troops toward independent strategic bombardment. Henning shows that the American and British experiences with military aviation differed. The nascent British aviation service made quicker inroads into reconnaissance and scouting, even though the British cavalry was the older institution with more-established traditions. The American cavalry, despite its youth, contested the control of reconnaissance as late as the 1930s, years after similar arguments ended in Britain. Drawing on contemporary government reports, memoirs and journals of service personnel, books, and professional and trade journals and magazines, Harnessing the Airplane is a nuanced account of the cavalry’s response to aviation over time and presents a new perspective on a significant chapter of twentieth-century military history.
