Book excerpt: Moving beyond a self-indulgent attitude about Africa’s historical victimhood, the book seeks to capture how African states individually and Africa’s collective institutions (the AU) are providing agency in Africa’s international relations. While African states have been trailblazers in such ideas as ‘The Responsibility to Protect’, as conceived in the African Union Constitutive Act (2001) which preceded the United Nations (UN) Secretary General’s report “In Larger Freedom” (2005) in which the UN adopted the concept, African agency in international relations has not always been captured proactively. This volume seeks to document Africa (and African states) in a state of proactivity as opposed to a reactionary mode of international relations which has long been the case due to the discipline’s heavy concentration on the West. The main themes explored are: African agency in international relations and commerce, agency in Africa’s balancing of big and regional powers, reshaping Africa-EU relations beyond the Cotonou Agreements, Africa and international human rights institutions, African efforts in elections and conflicts in Africa and relationship building among African leaders.

Book excerpt: Democracy came to South Africa in April 1994, when the African National Congress won a landslide victory in the first free national election in the country’s history. That definitive and peaceful transition from apartheid is often cited as a model for others to follow. The new order has since survived several transitions of ANC leadership, and it averted a potentially destabilizing constitutional crisis in 2008. Yet enormous challenges remain. Poverty and inequality are among the highest in the world. Staggering unemployment has fueled xenophobia, resulting in deadly aggression directed at refugees and migrant workers from Zimbabwe and Mozambique. Violent crime rates, particularly murder and rape, remain grotesquely high. The HIV/AIDS pandemic was shockingly mishandled at the highest levels of government, and infection rates continue to be overwhelming. Despite the country’s uplifting success of hosting Africa’s first World Cup in 2010, inefficiency and corruption remain rife, infrastructure and basic services are often semifunctional, and political opposition and a free media are under pressure. In this volume, major scholars chronicle South Africa’s achievements and challenges since the transition. The contributions, all previously unpublished, represent the state of the art in the study of South African politics, economics, law, and social policy.

Conventional, western histories of the discipline point to 1919 as the year of the ‘birth of the discipline’ with two seminal initiatives – setting up of the first Chair of IR at Aberystwyth and the founding of the Institute of International Relations on the side-lines of the Paris Peace Conference. From these events, International Relations is argued to have been established as a path to create peace in the post-War era and facilitated through a scientific study of international affairs. International Relations was therefore, both a field of study and knowledge production and a plan of action. This pathbreaking book challenges these claims by presenting an alternative narrative of International Relations. In this book, we make three interconnected arguments. First, we argue that the natal moment in the founding of IR is not World War I – as is generally believed – but the Anglo Boer War. Second, we argue that the ideas, methods and institutions that led to the making of IR were first thrashed out in South Africa – in Johannesburg, in fact. Finally, this South African genealogy of IR, we show in the book, allows us to properly investigate the emergence of academic IR at the interstices of race, Empire and science.

Book excerpt: Cuba's geographic proximity to the United States and its centrality to U.S. imperial designs following the War of 1898 led to the creation of a unique relationship between Afro-descended populations in the two countries. In Forging Diaspora, Frank Andre Guridy shows that the cross-national relationships nurtured by Afro-Cubans and black Americans helped to shape the political strategies of both groups as they attempted to overcome a shared history of oppression and enslavement. Drawing on archival sources in both countries, Guridy traces four encounters between Afro-Cubans and African Americans. These hidden histories of cultural interaction--of Cuban students attending Booker T. Washington's Tuskegee Institute, the rise of Garveyism, the Havana-Harlem cultural connection during the Harlem Renaissance and Afro-Cubanism movement, and the creation of black travel networks during the Good Neighbor and early Cold War eras--illustrate the significance of cross-national linkages to the ways both Afro-descended populations negotiated the entangled processes of U.S. imperialism and racial discrimination. As a result of these relationships, argues Guridy, Afro-descended peoples in Cuba and the United States came to identify themselves as part of a transcultural African diaspora.

It shows how the BRI-related process of socialization generates shared beliefs in the legitimacy and therefore in the acceptability of a Chinese international order among target elites and how in turn the policies and actions of states controlled by these elites tend to become aligned with the norms ‘taught’ by the Chinese socializer. It goes on to show how this serves the interests of China’s government, firms, and citizens at national, regional, and global levels; and how the resulting increased support for Beijing’s version of the international order creates a virtuous circle that further enhances China’s international position and potential.

Representing approximately two-thirds of the world’s population, the Bandung conference occurred during a key moment of transition in the mid-twentieth century—amid the global wave of decolonization that took place after the Second World War and the nascent establishment of a new cold war world order in its wake.
