Rich Forests, Poor People untangles the complex of peasant and state politics that has developed in Java over three centuries. Drawing on historical materials and intensive field research, including two contemporary case studies, Peluso presents the story of the forest and its people. Without major changes in forest policy, Peluso contends, the situation is portentous. Economic, social, and political costs to the government will increase. Development efforts will by stymied and forest destruction will continue. Mindful that a dramatic shift is unlikely, Peluso suggests how tension between foresters and villagers can be alleviated while giving peasants a greater stake in local forest management.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. Streamflow from forests provides two-thirds of the nation's clean water supply. Removing forest cover accelerates the rate that precipitation becomes streamflow; therefore, in some areas, cutting trees causes a temporary increase in the volume of water flowing downstream. This effect has spurred political pressure to cut trees to increase water supply, especially in western states where population is rising. However, cutting trees for water gains is not sustainable: increases in flow rate and volume are typically short-lived, and the practice can ultimately degrade water quality and increase vulnerability to flooding. Forest hydrology, the study of how water flows through forests, can help illuminate the connections between forests and water, but it must advance if it is to deal with today's complexities, including climate change, wildfires, and changing patterns of development and ownership. This book identifies actions that scientists, forest and water managers, and citizens can take to help sustain water resources from forests.

Book excerpt: A human rights-based agenda has received significant attention in writings on general development policy, but less so in forestry. Forests and People presents a comprehensive analysis of the rights-based agenda in forestry, connecting it with existing work on tenure reform, governance rights and cultural rights. As the editors note in their introduction, the attention to rights in forestry differs from 'rights-based approaches' in international development and other natural resource fields in three critical ways. First, redistribution is a central demand of activists in forestry but not in other fields. Many forest rights activists call for not only the redirection of forest benefits but also the redistribution of forest tenure to redress historical inequalities. Second, the rights agenda in forestry emerges from numerous grassroots initiatives, setting forest-related human rights apart from approaches that derive legitimacy from transnational human rights norms and are driven by international and national organizations. Third, forest rights activists attend to individual as well as peoples' collective rights whereas approaches in other fields tend to emphasize one or the other set of rights. Forests and People is a timely response to the challenges that remain for advocates as new trends and initiatives, such as market-based governance, REDD, and a rush to biofuels, can sometimes seem at odds with the gains from what has been a two decade expansion of forest peoples' rights. It explores the implications of these forces, and generates new insights on forest governance for scholars and provides strategic guidance for activists.

But because implementation of reforms at the local level has been insufficient, it is imperative that local people begin to effectively participate in forest planning and management as well as in protected-area management. The Forest Conservation Project, launched in April 1998 by the Institute for Global Environmental Strategies (IGES), has carried out research activities on forest strategies, including policy analysis and on-site surveys. This book gives an overview of the project's research activities in its first three-year phase (April1998-March 2001). Since viable forest strategies work best when based on the involvement of local people, this report is addressed to stakeholders in the communities of the relevant countries, including local people and authorities, community-based organizations, experts, national agencies, and international institutions.
