Book excerpt: Managing old growth forests on state trust lands in Idaho calls for an integrated "policy sciences" approach for balancing the Idaho Constitution's mandate to "maximize long term financial returns" with social and environmental values. This problem is addressed by considering management alternatives in their social and decision contexts using multiple methods appropriate for the problem situation. The amount of forests with old growth characteristics varies by definition. For example, between one and thirty percent of the 184,035 acre Priest Lake Supervisory Area could be considered old growth. Understanding the social, political, ecological, and economic factors associated with the management of state trust lands was enhanced by studying old growth policies on state trust lands in Montana, Washington, and Oregon, and interviewing managers and environmental group stakeholders. Their perceptions of ecological, social, and economic risks were used to design a systematic framework for analyzing old growth management strategies using risk factors with spatial attributes in existing data bases. Study results indicate that to support old growth forest management on state trust lands in Idaho, a two-phased analysis is needed to identify: (1) the financial feasibility of timber management alternatives within a given stand, and (2) the social, ecological, and economic risk factors associated with individual stands. Phase one analyzes five alternatives by projecting fixture timber resources, visualizing results and comparing opportunity costs. For phase two, maps were created to display the interplay of risk factors, including prior or planned timber management, scenic viewsheds, and fish and wildlife habitat. These risk maps can help decision makers compare timber management options with social values, and also identify levels of controversy for each old growth stand. Such maps illustrate the utility of visual products, and the need for better forest inventory data to do meaningful analysis and establish monitoring baselines for social, environmental, and economic performance measures. The integrated mapping process can be adapted to other resource management issues with temporal and spatial dimensions. The resulting analysis of social, economic, and ecological risk factors can help policy makers and managers make sustainable resource management decisions.

They have provided shelter; sustenance; jobs in silviculture, logging, and manufacturing; the land base upon which homes and structures have been built; and areas for hunting and recreation. Decades of wildfire suppression coupled with federal forest policy changes in the 1990s have created forest conditions susceptible to increased risk of wildfire, insects, and disease, exacerbated by an increasingly warm and dry climate. The increased risks, and various ownerships’ responses to increased risk, have important impacts on the state’s forest resources and economy. To understand the potential economic risks to Idaho forests from climate change, it is necessary to 2understand the underlying resource base and ownership structure. This report first takes a brief look at the forest land base and resource characteristics, and how they have changed in the recent past. It then presents the contributions to Idaho’s economy through timber harvesting and forest products manufacturing. After that, the report identifies how forests are affected by climate change, and provides an overview of studies that explore climate change impacts. The final section lays out mitigation and adaption options.

Book excerpt: This report presents a summary of the most recent Forest Inventory and Analysis data of Idaho’s forests based on field data collected between 2006 and 2015. The report includes descriptive highlights and tables of area, numbers of trees, biomass, volume, growth, mortality, and removals. Most sections and tables are organized by forest type or forest-type group, tree species group, diameter class, or owner group. Results show that Idaho’s forest land covers 21.6 million acres, of which 3 million acres (14 percent) are privately owned, and another 16.3 million acres (76 percent) are administered by the USDA Forest Service. The State’s most abundant forest type is Douglas-fir, which covers more than 6 million acres. Subalpine fir is the most abundant tree species by number of trees 5.0 inches or greater in diameter, and Douglas-fir is the most abundant by volume and biomass. Idaho’s forests contain 48 billion cubic feet of net volume in trees 5.0 inches diameter and larger. Annual net growth of all live trees 5.0 inches diameter and larger averaged 304.6 million cubic feet per year. Average annual mortality totaled 902 million cubic feet per year.
