Book Forest Certification A Policy Perspective

Download or read book Forest Certification A Policy Perspective written by Chris Elliott and published by CIFOR. This book was released on 2000-01-01 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.

Book Talk and Log

Download or read book Talk and Log written by Jeremy Wilson and published by UBC Press. This book was released on 1998 with total page 481 pages. Available in PDF, EPUB and Kindle. Book excerpt: For more than three decades, the fate of British Columbia’s old-growth forests has been a major source of political strife. While more than 5 million hectares of wood were being clearcut, the BC wilderness movement and forest industry supporters clashed, as they continue to do, both pressing their arguments in a variety of forums, ranging from television studios and logging road blockades to royal commission hearings and cabinet ministers’ offices. The resulting record of conflict confirms American historian Paul Hirt’s characterization of forest policy as "party an ideological issue, partly biological, partly economic, partly technical, and wholly political." Talk and Log is a comprehensive account of the rise and impact of the BC wilderness movement between 1965 and 1996. Jeremy Wilson examines the evolution of the movement’s approaches, evaluates the forest industry’s counterstrategies, and analyzes the patterns and trends underlying shifts in provincial government forest, environment, and parks policies. He describes the "war in the woods" triggered by environmentalists’ efforts to preserve areas such as South Moresby and the Carmanah Valley, and considers the complex forces that pushed the government to expand the protected areas system. Wilson’s perceptive analysis of Social Credit’s failed policies of the 1980s is followed by an assessment of the Harcourt NDP government’s reform iniatives, including the Commission on Resources and Environment (CORE) and the Forest Practices Code. Talk and Log is based on a variety of sources, including government documents, environmental group briefs, and interviews with several dozen politicians, government officials, environmentalists, and forest industry leaders. This book deftly illuminates the forces behind controversies that have divided British Columbians and drawn the attention of people around the world. It is also a thought-provoking examination of issues likely to dominate political debates in BC for decades to come.

Book A Proposed Forest Practices Code for British Columbia Background Papers

Download or read book A Proposed Forest Practices Code for British Columbia Background Papers written by British Columbia. Ministry of Forests and published by . This book was released on 1993 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report was prepared as part of background material for the proposed Forest Practices Code, released in early November 1993. It summarizes various estimates of the direct costs to government and industry of implementing the code. Cost estimates were derived mainly through surveys and interviews, with subsequent review and discussion with oversight groups. The cost of attaining current standards was estimated by comparing costs of selected operations considered closest to current standards with the costs of the average operator. Periodic costs were converted to equivalent annual costs to avoid overstating the significance of initial inventory and training costs. Costs are given overall for government and industry, then by each specific standard.

Book A Proposed Forest Practices Code for British Columbia Background Papers

Download or read book A Proposed Forest Practices Code for British Columbia Background Papers written by British Columbia. Ministry of Forests and published by . This book was released on 1993 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report was prepared as part of the background material for the proposed Forest Practices Code, released in early November 1993, providing an overview of the environmental benefits possible if better forest management practices are adopted. The main focus is on the operational aspects of better forest management practices, and the more balanced benefits that these will yield. Social and economic benefits are not examined. The report briefly examines the issues of science, change, and operational philosophy to give some context, then examines concepts and origins of sustainable development and biodiversity to provide the rationale for better forest management practices. More detail is given for specific operational aspects at both the landscape and stand level.

Book Branching Out Digging In

Download or read book Branching Out Digging In written by Sarah B. Pralle and published by Georgetown University Press. This book was released on 2006-12-22 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sarah B. Pralle takes an in-depth look at why some environmental conflicts expand to attract a lot of attention and participation, while others generate little interest or action. Branching Out, Digging In examines the expansion and containment of political conflict around forest policies in the United States and Canada. Late in 1993 citizens from around the world mobilized on behalf of saving old-growth forests in Clayoquot Sound. Yet, at the same time only a very few took note of an even larger reserve of public land at risk in northern California. Both cases, the Clayoquot Sound controversy in British Columbia and the Quincy Library Group case in the Sierra Nevada mountains of northern California, centered around conflicts between environmentalists seeking to preserve old-growth forests and timber companies fighting to preserve their logging privileges. Both marked important episodes in the history of forest politics in their respective countries but with dramatically different results. The Clayoquot Sound controversy spawned the largest civil disobedience in Canadian history; international demonstrations in Japan, England, Germany, Austria, and the United States; and the most significant changes in British Columbia's forest policy in decades. On the other hand, the California case, with four times as many acres at stake, became the poster child for the "collaborative conservation" approach, using stakeholder collaboration and negotiation to achieve a compromise that ultimately broke down and ended up in the courts. Pralle analyzes how the various political actors—local and national environmental organizations, local residents, timber companies, and different levels of government—defined the issues in both words and images, created and reconfigured alliances, and drew in different governmental institutions to attempt to achieve their goals. She develops a dynamic new model of conflict management by advocacy groups that puts a premium on nimble timing, flexibility, targeting, and tactics to gain the advantage and shows that how political actors go about exploiting these opportunities and overcoming constraints is a critical part of the policy process.
