In the United States, starting in 1990, partners from federal and state agencies established the Forest Health Monitoring (FHM) program with the goal of monitoring and evaluating the status, conditions, and trends in indicators of forest health. The FHM program has evolved into a system where FHM plots are integrated with the national Forest Inventory and Analysis program. In Canada, early attempts can be traced back to the 1980s with the Acid Rain Early Warning System. After its ending, Canadian forest monitoring was mostly carried out within the redesigned National Forest Inventory, Ecological Monitoring and Assessment Network, and regional initiatives. One of them, implemented in the Athabasca Oil Sands Region of Alberta since 1997, is presented here.

Due to the complex structure of forest ecosystems, a number of different indicators of tree condition are adopted. In this chapter, they are described also in terms of their ecological relevance. Special emphasis is laid on biotic agents affecting forest ecosystems and explaining tree responses to stressors. For operational reasons, definitions and recommendations for the use of the indicators are given. Tree condition assessment in forest monitoring is closely linked to field measures of Quality Assurance and Control. Examples of results show that the methods currently used in tree condition monitoring are sensitive to detect the effects of climate change on forests and identifying main spatial and temporal patterns and damaging agents.

The need for an effective communications strategy is stressed, following well-established reporting principles. Reporting may involve a range of communications specialists as well as those who collect the data, and scientists who analyze and interpret it. It is vital that the type of report is tailored to the needs of particular audiences, be they scientists or modelers, policy and/or decision makers. Monitoring platforms need to be increasingly aware of new opportunities for the data and information they generate. The internet is now enabling quicker and global reporting of monitoring outputs but also promoting two-way communication between user and consumer. A political movement to promote open access to all forms of monitoring data is gaining ground and some international and European regulations are already affecting the way forest monitoring outputs are placed in the public domain.

Basic features for harmonized large-scale and intensive monitoring of vascular plants, cryptogams, and epiphytic lichens are presented. For the assessment of ground vegetation on the European scale, a minimum, single-scale approach (with a common sampling area of 400-m2) is suggested to produce sets of presence–absence and relative cover data. This common frame can accommodate national designs. For epiphytic lichens, sampling follows a standard procedure for tree selection after stratification by bark type. On each tree, four vertical grids of five 10×10cm contiguous quadrates are used to record the species occurrence. Monitoring parameters and timing of surveys, transformation of different abundance scales, and the need for continuously updated nomenclature are also discussed. Examples of transnational results (e.g., functional groups for both lichen and vascular plants and nitrogen deposition) are presented which demonstrate the importance and value of harmonized monitoring data.

Based on the experience gained within the ICP Forests, this chapter gives practical advice on how, where, and when to sample tree foliage. It further covers methodologies for sample transport, storage, and preparation and gives advice on treatment and analysis of the samples in the laboratory. Examples of 20 years’ experience in foliar analysis in the context of the ICP Forests monitoring program show the potential and relevance of the methods presented.

The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

Book excerpt: Recent developments in international policy on Reduced Emissions from Deforestation in Developing countries (REDD) open the way for crediting of carbon saved by rural communities through management of the forests in their vicinity. Since the annual changes in forest carbon stock under this kind of management are relatively small and often under the canopy, they cannot easily be assessed using remote sensing, so ground-level data collection is likely to be essential over large areas of forests. The potential role of communities in measuring, monitoring and reporting carbon stock changes in their forests has been explicitly mentioned in UNFCCC documentation on methodology for REDD+, the extended form of REDD that includes forest enhancement, sustainable forest management and forest conservation. This book presents practical methods by which communities can do it. These methods were developed and tested with communities in villages in Africa and Asia under a six-year research programme. The reliability of the data gathered by the community is shown to be equivalent to that of professional forest inventories while the costs are much lower. Involvement of local communities in collection of this data may be the most cost-effective solution for national REDD+ programmes. Moreover, it could provide the basis for a transparent system for distribution of the financial rewards from REDD+ and the carbon market. The book first presents the policy context, concepts, methods and general results, which include estimates of typical carbon savings resulting from community management in different types of tropical forests. It also looks at the governance issues that may be involved and a variety of ways in which incentive schemes might be designed to encourage communities to participate. The second half of the book is devoted to case studies from the countries involved in the research. These provide both ideas and practical experience to enable agencies to engage with local communities to monitor carbon stock changes.

Book excerpt: Forests represent a remnant wilderness of high recreational value in the densely populated industrial societies, a threatened natural resource in some regions of the world and a renewable reservoir of essential raw materials for the wood processing industry. In June 1992 the United Nations Conference on the Environment and Development (UNCED) in Rio de Janeiro initiated a world-wide process of negotiation with the aim of ensuring sustainable management, conservation and development of forest resources. Although there seems to be unanimous support for sustainable development from all quarters, there is no generally accepted set of indicators which allows comparisons to be made between a given situation and a desirable one. In a recent summary paper prepared by the FAO Forestry and Planning Division, Ljungman et al. (1999) find that forest resources continue to diminish, while being called upon to produce a greater range of goods and services and that calls for sustainable forest management will simply go unheeded if the legal, policy and administrative environment do not effectively control undesirable practices. Does the concept of sustainable forest management represent not much more than a magic formula for achieving consensus, a vague idea which makes it difficult to match action to rhetoric? The concept of sustainable forest management is likely to remain an imprecise one, but we can contribute to avoiding management practices that are clearly unsustainable.
