Compared to their tropical counterparts, temperate rainforests are rarer and are found disproportionately along coastlines. Because most temperate rainforests are marked by the intersection of marine, terrestrial, and freshwater systems, these rich ecotones are among the most productive regions on Earth. Globally, temperate rainforests store vast amounts of carbon, provide habitat for scores of rare and endemic species with ancient affinities, and sustain complex food-web dynamics. In spite of their global significance, however, protection levels for these ecosystems are far too low to sustain temperate rainforests under a rapidly changing global climate and ever expanding human footprint. Therefore, a global synthesis is needed to provide the latest ecological science and call attention to the conservation needs of temperate and boreal rainforests. A concerted effort to internationalize the plight of the world’s temperate and boreal rainforests is underway around the globe; this book offers an essential (and heretofore missing) tool for that effort. DellaSala and his contributors tell a compelling story of the importance of temperate and boreal rainforests that includes some surprises (e.g., South Africa, Iran, Turkey, Japan, Russia). Book excerpt: The often-claimed environmental and social benefits of forest certification remain to be empirically evaluated. Despite numerous publications on the impacts of tropical forest certification, virtually all are based on secondary sources of information and not on field-based measurements. This paper proposes an empirical research framework for a carefully designed field-based evaluation of the ecological, social, economic, and political impacts of tropical forest management certification taking into account location-specific contextual factors which shape certification outcomes. The paper also suggests that solid methodological quantitative and qualitative approaches be used to build proper counterfactuals on which to base the comparisons for inferring impacts, all informed by a thorough theory-of-change and through processes that bring stakeholders together. The proposed research framework represents a first step towards the design and future implementation of evaluation research in the context of tropical forest certification on a global basis. It is hoped the research framework proposed contributes to learning from past mistakes, building on lessons learned and enhancing decision-making towards the maintenance of forest values over the long term, and for the benefit of society as a whole.

Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Climate change is likely to aggravate water stress. As temperatures rise, ecosystems and the human, plant, and animal communities that depend on them will need more water to maintain their health and to thrive. Forests and trees are integral to the global water cycle and therefore vital for water security – they regulate water quantity, quality, and timing and provide protective functions against (for example) soil and coastal erosion, flooding, and avalanches. Forested watersheds provide 75 percent of our freshwater, delivering water to over half the world’s population. The purpose of A Guide to Forest–Water Management is to improve the global information base on the protective functions of forests for soil and water. It reviews emerging techniques and methodologies, provides guidance and recommendations on how to manage forests for their water ecosystem services, and offers insights into the business and economic cases for managing forests for water ecosystem services. Intact native forests and well-managed planted forests can be a relatively cheap approach to water management while generating multiple co-benefits. Water security is a significant global challenge, but this paper argues that water-centered forests can provide nature-based solutions to ensuring global water resilience.

This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.
