Book excerpt: In Regreening the Bare Hills: Tropical Forest Restoration in the Asia-Pacific Region, David Lamb explores how reforestation might be carried out both to conserve biological diversity and to improve the livelihoods of the rural poor. While both issues have attracted considerable attention in recent years, this book takes a significant step, by integrating ecological and silvicultural knowledge within the context of the social and economic issues that can determine the success or failure of tropical forest landscape restoration. Describing new approaches to the reforestation of degraded lands in the Asia-Pacific tropics, the book reviews current approaches to reforestation throughout the region, paying particular attention to those which incorporate native species – including in multi-species plantations. It presents case studies from across the Asia-Pacific region and discusses how the silvicultural methods needed to manage these ‘new’ plantations will differ from conventional methods. It also explores how reforestation might be made more attractive to smallholders and how trade-offs between production and conservation are most easily made at a landscape scale. The book concludes with a discussion of how future forest restoration may be affected by some current ecological and socio-economic trends now underway. Reversing the adverse conditions requires urgent and scaled-up action, through scientific and holistic landscape-level restoration approaches, balancing both socio-economic and environmental goals and the diverse needs of various sectors and stakeholders in the landscape. The forest and landscape restoration (FLR) approach has gained momentum in recent years. The concept is based on the recognition that trees and forests comprise critical components of rural landscapes and that diversification at landscape levels can enhance ecological and socio-economic resilience while accommodating different site conditions and land management goals. Given the increasing challenge of mitigating and adapting to climate change and vast expanses of degraded landscapes with decreased capacity to provide essential forest products and services, we are seeing increased political interest and commitment to enhance forest cover and functions, and to FLR, at both international and national levels. With this background, the Food and Agriculture Organization Regional Office for Asia and the Pacific (FAO RAP) initiated an effort to develop a strategy and action plan for forest and landscape restoration in the region.

Book excerpt: There are numerous global, regional, national and even subnational targets for increasing forest area and forest restoration. In light of these global targets and emerging ambitious national commitments, it is imperative to develop low-cost strategies and techniques for landscape restoration. The most widely used restoration strategies involving planting of tree seedlings are often costly and their application for restoring vast expanses of degraded forest lands in the region may be limited. Case studies and experiences with natural regeneration from the region have shown that natural regeneration significantly reduces the cost of restoration in areas that meet certain conditions. Native species that are adapted to the prevailing conditions re-establish on their own with some assistance, achieving accelerated growth in accordance with natural succession, leading to the recovery of native ecosystems. Restoration strategies based on natural regeneration also provide low-cost opportunities for conserving biodiversity and enhancing ecosystem services, including carbon sequestration and watershed protection. Despite these economic and environmental advantages, natural regeneration is often overlooked when restoration policies and programmes are designed for a number of reasons. These include lack of its recognition as a viable restoration option; perverse incentives favouring clearing of young secondary growth for plantation development or other land uses; lack of institutional support by government agencies and other organizations; unclear tenure and property rights; lack of incentives for local communities; and uncertainty about the restoration processes and outcomes. This publication aims to share information on the outcome of the regional workshop, entitled ‘Promoting the Role of Natural Regeneration in Large-scale Forest and Landscape Restoration: Challenges and Opportunities, held in Nanning, Guangxi Province, China, from 19 to 21 June 2017, which was organized to better understand the challenges and opportunities for natural forest regeneration and to promote its inclusion as a major component of large-scale restoration initiatives.
