Small and large reforms aiming at the improvement of release processes and reintegration strategies have taken place in many European states. This book describes the current European landscape of prisoner resettlement and brings together the results and ideas of leading European academic experts with the ambition of furthering national, European and international reform debates. This book presents national reports about resettlement processes and structures in 20 European countries: written by national scholars, these reports reveal important actors in resettlement processes as well as political decisions about the role of the communities in "taking the prisoners back", or the use of early release as a strategy to motivate the released prisoner to enter into a future without crime. Thematic chapters then concentrate on several aspects of prisoner resettlement that are of importance across borders: ethical, legal and practical challenges are discussed with a view on European developments, and theoretical frameworks of prisoner resettlement are used to develop comprehensive perspectives for future reform debates. Their numbers vary greatly from country to country, but the average percentage of foreigners in the total European prison population is over 20%. Why are foreigners over-represented in European prison populations? Who are they and on what grounds are they held in detention? Are foreign prisoners more vulnerable due to language difficulties, cultural differences, and their distance from relatives? Are they being socially excluded? Is their treatment and legal position different from other prisoners? And, how are national prison systems and other authorities addressing this issue? Funded by the European Commission, this extensive study - developed within the framework of the EU program "Social Exclusion" - offers an answer to the questions stated above. With this, a distinction is made between foreigners who are detained for committing a crime - or are suspected of one - and foreigners whose deprivation of liberty is based on migration law. Originally published as a two volume set in 2007, this comprehensive single volume reprint contains country reports of twenty-five EU Member States, as well as six reports of organizations which contributed to the research. The first chapter presents a comparative overview with conclusions and recommendations. At the end, a detailed bibliography will be given which includes relevant websites and legal documents.

This traditional mildness is now at stake. Crime has increased considerably and so has the prison rate. Major changes have taken place in Dutch society, and these require a new criminal justice policy. In 1985 the Minister of Justice submitted to the Parliament a new policy plan called Society and Crime, and a policy plan called Law in Motion was published in 1990. These new criminal policy plans propose a step-by-step approach in order to raise the level of criminal law enforcement and to intensify crime prevention. The statutory powers of the police to investigate organized crime will be expanded, the efficiency of the prosecution service will be improved, the capacity of prisons will be increased, and crime prevention programmes will be intensified. Whether the relative mildness of the Dutch criminal justice system will be maintained in the future or not, is a difficult question to answer. However, since the mildness is built into the system itself (as is demonstrated in this criminal justice profile) it is most probable that this mildness will be at least partly preserved in the future as well.
