Book excerpt: Studies of Indonesian politics have long focused upon the military and the bureaucracy because it is within these institutions that formal power is located, not the parties, unions, chambers of commerce or corporations. However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. Since its original publication in 1986, Indonesia: The Rise of Capital has been the best selling academic book on Indonesian politics and the most cited in the SSCI and Google Scholar citation indexes. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University. He is now Emeritus Professor at Murdoch University and has been Professor of Political Economy at the International Institute of Social Studies in The Hague (2003-2006) and Professor and Director of the Australian Research Council's Special Centre for Research on Political and Social Change in Contemporary Asia (1995-1999). He is the author, editor of 14 books and has published in major international journals, including World Politics, World Development, Pacific Review, New Political Economy and the Journal of Development Studies. Professor Robison has been awarded Senior research fellowships from the Fulbright Foundation and the Leverhulme Trust.

Book excerpt: Indonesia's gross domestic product growth rate declined significantly after the Asian financial crisis (AFC) of 1997–1998. The country's potential and balance-of-payments growth rates are only about 5.5% and 3%, respectively. One important reason is that the country's industrialization pace declined after the AFC. Today, Indonesia is still exporting many unprocessed natural resources and simple manufactures (not complex products) with a low income elasticity of demand. This report analyzes how Indonesia's manufacturing sector could diversify and upgrade during 2020–2024 and beyond. This is essential if Indonesia is to attain upper middle-income status as soon as possible. Policy makers and the private sector need to collaborate to identify the coordination failures that hamper the discovery of those products that Indonesia could successfully produce and export. These must be complex products with a high income elasticity of demand. The report proposes a number of policies to expedite this process.

In 1500, the income differences were small, but they have grown dramatically since Columbus reached America. Since then, the interplay between geography, globalization, technological change, and economic policy has determined the wealth and poverty of nations. The industrial revolution was Britain's path breaking response to the challenge of globalization. Western Europe and North America joined Britain to form a club of rich nations by pursuing four polices-creating a national market by abolishing internal tariffs and investing in transportation, erecting an external tariff to protect their fledgling industries from British competition, banks to stabilize the currency and mobilize domestic savings for investment, and mass education to prepare people for industrial work. Together these countries pioneered new technologies that have made them ever richer. Before the Industrial Revolution, most of the world's manufacturing was done in Asia, but industries from Casablanca to Canton were destroyed by western competition in the nineteenth century, and Asia was transformed into 'underdeveloped countries' specializing in agriculture. The spread of economic development has been slow since modern technology was invented to fit the needs of rich countries and is ill adapted to the economic and geographical conditions of poor countries. A few countries - Japan, Soviet Russia, South Korea, Taiwan, and perhaps China - have, nonetheless, caught up with the West through creative responses to the technological challenge and with Big Push industrialization that has achieved rapid growth through investment coordination. Whether other countries can emulate the success of East Asia is a challenge for the future. Much writing on the process of economic liberalisation in developing countries views economic liberalisation as the victory of economic rationality over political and social interests. In contrast, this book argues that economic liberalisation should not be understood in these terms, but rather in the way that political social interests shape processes of economic reform in both a positive and negative sense. Specifically, Rosser argues that economic liberalisation needs to be understood in terms of the extent to which economic crises shift the balance of power and influence within society away from coalitions opposed to reform and towards those in favour of reform. In the Indonesian context, the main coalitions that need to be examined in this respect are the politico-bureaucrats and the conglomerates who have generally opposed reform and mobile capitalists who have generally supported reform. Based on extensive original research, and providing much new material, the book considers the politics of economic policy-making in Indonesia in a range of sectors including the capital market, intellectual property law, the banking industry, and the trade and investment sectors. Analysing why the nature of economic policy in Indonesia has varied over time, this study argues that there is nothing inevitable about a transition to a fully-fledged liberal market order in Indonesia, and outlines possible future scenarios for the country's political economy.
