How should the United States now spend its foreign aid to support its interests and values in the new century? In this study, Carol Lancaster takes a fresh look at all US foreign aid programs and asks whether their purposes, organization and management are appropriate to US interests and values in the world of the 21st century. Lancaster finds that US aid in the new century, if it is to be an effective tool of US foreign policy, needs to be transformed. Its purposes need to be refocused and its organization and management brought into line with those purposes. Those purposes include support for peace-making, addressing transnational issues, providing for humane concerns and responding to humanitarian emergencies. Traditional programs aimed at promoting development, democracy and economic and political transitions in former socialist countries will not disappear but they will have less priority than inthe past. These new sets of purposes, promoting both US interests and values abroad, also offer a policy paradigm around which a new political consensus can be created that will support US aid in the 21st century.Transforming Foreign Aid should be of particular interest to professors, students, and researchers of international affairs, foreign policy, political science, and political economy.

Book excerpt: Foreign aid has been an area of active scholarly investigation since the end of the Second World War, but particularly since the early 1950s when a large number of the erstwhile colonies became independent. Few areas of public policy involving the developed and developing countries have aroused more passion and ideological debate than foreign aid. In spite of the massive amount of research in the field, there is still not enough work in two areas: the first involves the mechanisms through which aid influences the economies of the donor and the recipient countries; and the second, country-specific assessments of the effectiveness of foreign aid. Foreign Aid: New Perspectives is aimed at making a contribution in these two areas. The contents of this volume are divided into four parts. Part I deals with some theoretical aspects of foreign aid, while the second part analyzes some general policy aspects. Part III turns to the donor experience and includes one paper on the Danish experience. The last part considers the recipient experience and consists of five case studies.

Book excerpt: While there have been many studies of the determinants of bilateral and multilateral foreign aid, these studies have come in three fairly distinct waves with discrete understandings of the historical context of foreign assistance. The first wave of research focused on post-WWII aid from the U.S. to Europe (Marshall Plan); the next wave studied the role of colonial heritage as a determinant of aid to newly independent nations and the expansion of international aid mechanisms; the third wave has focused on aid in the post Cold War era. In this paper, I investigate the degree to which foreign aid levels are determined by a recipient country's economic and physical needs, civil rights and political rights, political terror and violence, and government effectiveness using new years of data that have not previously been studied to determine if the break-down of the Cold War geopolitical framework has affected foreign aid decisions. I conclude that while recipient needs, civil and political rights, and government effectiveness are significant factors in foreign aid decisions, the levels of recipient country political violence and governmental independence have become increasingly important elements in determining donor country foreign aid levels.

This book examines the interconnections between the transfer of power and state governance in Asia, the emergence of the Cold War, and the transfer of hegemony from the UK to the US, by focusing specifically on the historical roles of international economic aid and the autonomous response from Asian nation states in the immediate post-war context. The Transformation of the International Order of Asia offers closely interwoven perspectives on international economic and political relations from the 1950s to the 1960s, with specific focus on the Colombo Plan and related aid policies of the time. It shows how the plan served different purposes: Britain’s aim to reduce India’s wartime sterling balances in London; the quest for India’s economic independence under Jawaharlal Nehru; Japan’s regional economic assertion and its endeavour to improve its international status; Britain’s publicity policy during the reorganization of British aid policies at a time of economic crisis; and more broadly, the West’s desire to counter Soviet influence in Asia. In doing so, the chapters explore how international economic aid relations became reorganized in relation to the independent development of states in Asia during the period, and crucially, the role this transformation played in the emergence of a new international order in Asia.
