Book excerpt: In this thesis, a class of time series models for forecasting a hurricane's future position based on its previous positions and a generalized model of hurricane motion are examined and extended. Results of a literature review suggest that meteorological models continue to increase in complexity while few statistical approaches, such as linear regression, have been successfully applied. An exception is provided by a certain class of time series models that appear to forecast storms almost as well as current meteorological models without their tremendous complexity. A suggestion for enhancing the performance of these time series models is pursued through an examination of the forecast errors produced when these models are applied to historical storm tracks. The results uncover no patterns that can be exploited in developing an improved model and suggest that there are meteorological processes or factors at work beyond those that can be modeled with the available historical data base. The statistical structure of the time series approach is exploited to develop a practical method for determining prediction regions which probabilistically describe a hurricane's likely future position. The Monte Carlo approach used to develop these prediction ellipses is seen to be applicable for predicting areas subject to risk from hurricane landfall.

The economic and ecological vulnerability of coastal regions are also studied and are supported by case studies which examine the potential hazards related to the evacuation of populated areas, including medical facilities. These studies provide decision makers with a potential basis for developing improved evacuation techniques.

Changes both in how land is used by people (land use) and in the vegetation, rock, buildings, and other physical material that cover the Earth's surface (land cover) can be described and future land change can be projected using land-change models (LCMs). LCMs are a key means for understanding how humans are reshaping the Earth's surface in the past and present, for forecasting future landscape conditions, and for developing policies to manage our use of resources and the environment at scales ranging from an individual parcel of land in a city to vast expanses of forests around the world. Advancing Land Change Modeling: Opportunities and Research Requirements describes various LCM approaches, suggests guidance for their appropriate application, and makes recommendations to improve the integration of observation strategies into the models. This report provides a summary and evaluation of several modeling approaches, and their theoretical and empirical underpinnings, relative to complex land-change dynamics and processes, and identifies several opportunities for further advancing the science, data, and cyberinfrastructure involved in the LCM enterprise. Because of the numerous models available, the report focuses on describing the categories of approaches used along with selected examples, rather than providing a review of specific models. Additionally, because all modeling approaches have relative strengths and weaknesses, the report compares these relative to different purposes. Advancing Land Change Modeling's recommendations for assessment of future data and research needs will enable model outputs to better assist the science, policy, and decisionsupport communities.

Book excerpt: Losses to hurricanes in the 1990s total more than those incurred in the 1970s and 1980s combined, even after adjusting for inflation. This has led many to mistakenly conclude that severe hurricanes are becoming more frequent. In fact, according to recent research, the past few decades have seen a decrease in the frequency of severe storms and 1991 to 1994 was the quietest in at least 50 years. It does mean, however, that the world today is more vulnerable to hurricane impacts than it has ever been, which represents a serious policy problem. This book defines and assesses the hurricane problem, focusing primarily on the United States, in order to lay a foundation for action. The concept of vulnerability is used to integrate the societal and physical aspects of hurricane impacts. The book is unique in that it seeks to address both the scientific and societal aspects of hurricanes. While it focuses on the United States, it is intended to illustrate weather related impacts assessment that could be applied in other areas, and for phenomena other than hurricanes. More broadly, this book seeks to illustrate the beneficial uses (as well as limitations) of hurricane science to society. Explicit consideration of the relationship between science and society is much needed in an era when scientific research is under public and political pressure to demonstrate a better connection with societal needs.

Book excerpt: This dissertation introduces a computational framework that can be used to identify hurricane disaster risk management policy solutions based on behavior of the system as a whole, including interactions among multiple types of stakeholders (homeowners, insurers, government, reinsurers) and strategies (insurance, retrofit, property acquisition), Specifically, it supports the following government decisions: (1) how much to spend on mitigation, (2) how to regulate the price of extreme event insurance, (3) how to allocate spending between homeowner retrofit grants and property acquisition, and (4) how to design retrofit grant and acquisition programs. The framework includes four interacting mathematical models---stochastic programming optimization models to represent government and insurer decisions, empirical discrete choice models of individual homeowner decisions, and a regional loss estimation model. It includes a description of how insurers and homeowners are expected to respond to government policies and what the outcomes will be for each. A full-scale application for eastern North Carolina suggests it is possible to identify system-wide win-win solutions that are better both for each stakeholder type individually and for society as a whole. For comparison, another version of the framework that uses a utility-based homeowner decision model is also presented. The comparison shows some similarities and differences between the two frameworks and in particular, suggests the utility-based framework is more sensitive to price changes.
