[Author] Additionally, it alleviates pressure on natural resources, supports the growth of agribusiness, and enhances the livelihoods of farmers and other actors along the supply chains. [Author] Key factors closely linked to addressing food losses in Indonesia include finance, technology, knowledge, and market dynamics. [Author] Alarmingly, horticultural commodities, especially vegetables, experience losses exceeding 60 percent. [Author] Minimizing food losses not only bolsters productivity for agripreneurs but also improves food security and nutrition for all, from vulnerable smallholder farmers to micro, small, and medium-sized enterprises (MSMEs). [Author] To address these challenges, Indonesia has enacted national law No. [Author] 13/2020 on horticulture, encompassing fruits and vegetables, with the aim of creating jobs, enhancing production, productivity, quality, added value, competitive advantage, and market share. [Author] In a recent study conducted between June and December 2022, the Food and Agriculture Organization of the United Nations (FAO) and the Center of System, a logistics research institution, analysed food losses in chili, cabbage and shallot supply chains. [Author] These commodities, predominantly cultivated by smallholder farmers, play a vital role in stabilizing food prices, controlling regional inflation, and ensuring food availability and accessibility. [Author] The study not only identifies the extent of quality and quantity losses but also provides practical solutions for their reduction. [Author] Crucially, enhancing the implementation of hazard analysis and critical control points (HACCP), good manufacturing practices (GMP), and good hygiene practices (GHP) is emphasized, particularly during harvest, transportation, handling and storage. [Author] Recommendations include establishing post-harvest technical assistance facilities, agrologistic centres, and value-added processing facilities to mitigate losses due to quality degradation. [Author] Furthermore, the abstract underscores the need for innovation in technology, private-sector investment, and raising public awareness as decisive elements in substantially reducing food loss. In reponse to the last two APRC's as well as in line with the ZHC, and more recently the new FAO Strategic framework, this publication provides a basis for FAO and others to understand the scope and depth of FLW issues, how these can be addressed, including some good practices from Thailand, China and Nepal. As a multidisciplinary publication, it includes strong elements on policy and statistics with FAO as leading a convenor on SDG 12.3 on FLW measurement and reduction, highlights the scope and opportunities for FLW reduction as part of climate change efforts and also in terms of improved nutrition. It builds upon the analysis and advice of the SOFA 2019 on food loss and waste and identifies key pillars for interventions as well as recommendations for the technical as well as policy/decision makers in the Asia Pacific region. Book excerpt: The knowledge of the drivers of food losses in international trade and possible mitigation strategies is still limited. This study focused on the prevalence and drivers of food loss in Indonesian tuna exported to the European Union, the United States, and Japan. The results showed that various existing Non-Tariff Measures (NTMs) are in place to ensure food safety. However, standards and regulations differ significantly among trade partners, and are somewhat more strict than international standards, leading to higher rejection levels. Food loss is evident in the cross-border tuna trade as 20 to 30 per cent of Indonesian tuna is rejected annually. Drivers of food loss are classified as micro-level drivers consisting of post-harvest damages, lack of infrastructure and facilities; improper sanitation and hygiene in the processing unit, inability to fulfil food safety standards, and socialization of the standards and regulation. Macro-level drivers are related to the increasing use of NTMs, varying and relatively stricter food safety standards, transparency issues, trading procedures, and institutional factors. At the micro-level, it is important to improve tuna export quality infrastructure and boost the capacity of actors in the value chains to implement best practices. Increasing the socialization about the food safety standard and import regulations and international standards (particularly Codex Alimentarius) is also needed. Meanwhile, NTM streamlining and improving transparency with national trade portals and help desk services are also important to facilitate trade and reduce food loss.

Book excerpt: Emerging infectious diseases (EIDs) are infections associated with new or significantly-expanded geographic scope or spread of zoonotic, vector-borne, and drug-resistant pathogens. The majority of EIDs have animal origins, and of those, the most recent EIDs are tied to wildlife. They are also increasing in frequency, with recurring outbreaks causing epidemics and pandemics exacting tremendous health and economic costs on individuals, nations, and the global economy. Strategies to reduce EID risks and better prevent future events from happening, need to comprehensively include wildlife - and the multiple interactions between wildlife, domestic animals, and humans - in a holistic way. ‘One Health’ addresses this, with the goal of achieving optimal health outcomes while recognizing the interconnections between people, animals, plants, and their shared environments. In this report, we explore the root causes of pathogen spillover and disease emergence from wildlife to humans in East and South Asia, we review existing strengths and gaps of One Health systems, and provide recommendations to improve their performance by better including wildlife considerations. We describe human practices that increase exposure to pathogens, and specific, tangible actions to reduce risks along the chain, prioritizing the wildlife trade, food systems, and the environment. The report argues that investing in prevention of wildlife-originated human EIDs at source is extremely cost-effective, and is thus to be viewed as a public good, with benefits within and across national boundaries. The cost of inaction, by contrast, is very high.

Book excerpt: Many of the recent concerns about food security relate to perceived threats to current levels of food security, such as those due to price shocks or natural disasters. These threats concern the risk of food insecurity. This publication develops a risk-management tool to examine the robustness of policy responses to managing risks and uncertainty across a variety of different threats to food security, and applies the framework to an Indonesia case study. Five risk scenarios were selected as major threats to food security in Indonesia, following a consultation process among stakeholders and policy makers, and assessed in terms of existing and alternative agricultural and social policies. The risk assessment shows that domestic economic and natural disaster scenarios are more important than global price hikes and that a policy strategy that concentrates on addressing a single source of risk, such as a price spike in international markets, may increase vulnerability to other sources of risk such as domestic crop failure. The analysis yields a number of specific policy recommendations, including targeting of social assistance programme using food vouchers or cash transfers.

Book excerpt: Approximately 30 percent of the edible food produced in the United States is wasted and a significant portion of this waste occurs at the consumer level. Despite food's essential role as a source of nutrients and energy and its emotional and cultural importance, U.S. consumers waste an estimated average of 1 pound of food per person per day at home and in places where they buy and consume food away from home. Many factors contribute to this wasteâ€"consumers behaviors are shaped not only by individual and interpersonal factors but also by influences within the food system, such as policies, food marketing and the media. Some food waste is unavoidable, and there is substantial variation in how food waste and its impacts are defined and measured. But there is no doubt that the consequences of food waste are severe: the wasting of food is costly to consumers, depletes natural resources, and degrades the environment. In addition, at a time when the COVID-19 pandemic has severely strained the U.S. economy and sharply increased food insecurity, it is predicted that food waste will worsen in the short term because of both supply chain disruptions and the closures of food businesses that affect the way people eat and the types of food they can afford. A National Strategy to Reduce Food Waste at the Consumer Level identifies strategies for changing consumer behavior, considering interactions and feedbacks within the food system. It explores the reasons food is wasted in the United States, including the characteristics of the complex systems through which food is produced, marketed, and sold, as well as the many other interconnected influences on consumers' conscious and unconscious choices about purchasing, preparing, consuming, storing, and discarding food. This report presents a strategy for addressing the challenge of reducing food waste at the consumer level from a holistic, systems perspective.
