Book excerpt: L'évolution des inégalités, au détriment de la main-d'œuvre non qualifiée, des jeunes de moins de 25 ans et des mères célibataires, est certainement l'une des tendances les plus préoccupantes des grandes économies occidentales, qui doivent composer avec les conséquences budgétaires et financières d'une crise économique (ou récession pour certains pays). Pour absorber la dette publique, plusieurs pays se sont engagés dans un processus de réformes visant à réduire les dépenses publiques. Dans ce contexte de rigueur ou d'austérité budgétaire, il est important d'analyser et de comprendre l'effet d'une telle situation sur le marché du travail. En d'autres termes, en pleine crise économique, nous nous intéresserons à la thématique suivante: les pays dont l'histoire et les usages ont façonné des marchés du travail différents et plus ou moins flexibles (le Canada et les États-Unis appartenant à l'extrémité la plus flexible, et la France à la plus rigide) sont-ils contraints par la crise de faire des aménagements idéologiques et de modifier en substance leurs conceptions des politiques de l'emploi? Baisser le salaire minimum (comme en Grèce, au Portugal et en Irlande) permet certes de réduire le déficit budgétaire, mais cela se traduit également par le développement des inégalités et par la baisse du pouvoir d'achat. Qu'il s'agisse de salaire minimum ou d'autres outils de régulation du marché du travail, tous les pays occidentaux font face à un dilemme ou à un arbitrage imposé par la crise. Les solutions envisagées conduisent-elles les économies à un processus de convergence internationale en matière de politiques publiques sur le marché dutravail? L'objet de cet ouvrage est d'apporter des éléments de réponse.

Ces mesures sont appliquées en Suisse à une large échelle depuis 1996. Elles comprennent des programmes pour les chômeurs tels que les cours de formation ou les emplois subventionnés ainsi que le service public de placement et de conseil aux personnes à la recherche d'un emploi. Cette thèse propose une évaluation empirique de l'impact et de l'efficacité des mesures actives du marché du travail. Elle comprend deux parties. Dans la première partie, les facteurs explicatifs de la durée du chômage sont identifiés et l'impact de la participation aux programmes sur cette durée est estimé. La seconde partie évalue l'efficacité relative des offices régionaux de placement et identifie les offices efficaces dont le fonctionnement pourrait servir de modèle aux offices inefficaces. Les méthodes employées pour la modélisation comprennent les modèles de durée et les méthodes d'analyse d'efficacité dans la production. Il apparaît que l'efficacité des mesures actives est sujette à améliorations; quelques recommandations sont proposées.

Based on a developmental approach to individual and collective competencies and their evaluation (Chapters 3, 4 and 5), it attempts to show how this approach can mobilize educational practices on strong societal issues, such as "sustainable development "(Chapter 5). Lastly, it aims to provide theoretical and practical benchmarks to help engage educational teams and institutions in these innovative and responsible approaches by providing a coherent framework for doing so (Chapters 6, 7 and 8).

Needs are increasingly seen as the lowest common denominator of humanity. Standard definitions of basic needs, however, set a minimalist version of humanity – both in the sense that they are narrow in what they compare, and that they set a low bar for satisfaction. The book argues that we cannot understand humanitarian governance if we do not understand how humanitarian agencies made human suffering commensurable across borders in the first place. The book identifies four basic elements of needs: As a concept, as a system of classification and triage, as a material apparatus, and as a set of standards. Drawing on a range of archival sources, including the United Nations Refugee Agency (UNHCR), Médecins sans Frontières (MSF), and the Sphere Project, the book traces the concept of needs from its emergence in the 1960s right through to the present day, and United Nations Secretary-General Ban Ki-moon’s call for “evidence-based humanitarianism.” Finally, the book assesses how the international governmentality of needs has played out in a recent humanitarian crisis, drawing on field research on Central African refugees in the Cameroonian borderland in 2014–2016. This important historical inquiry into the universal nature of human suffering will be an important read for humanitarian researchers and practitioners, as well as readers with an interest in international history and development.
