Operational tempo and reduced force structure has created a greater reliance upon commercial support to augment uniformed support. To ensure effective management and accountability of commercial support to deployed operations, the Army consolidated its expeditionary contracting structure into modular operational contracting units – contingency contracting teams (CCTs), senior contingency contracting teams (SCCTs) and contingency contracting battalions (CCBns) - under the command of contracting support brigades (CSBs). All CSBs are assigned to the new Expeditionary Contracting Command: a subordinate command of the US Army Materiel Command. This Field Manual (FM) provides basic doctrinal discussion on the organization and operations of the contracting support brigade (CSB). This FM's target audience includes operational commanders, staff members and the logistics staff of Army field units from the Army Service Component Command (ASCC), their assigned theater sustainment commands down to brigade level units, and their associated support battalions. This publication will also serve as a guide for CSB worldwide deployment and employment. It has been written to take into account doctrinal terms and constructs as found in the newly published FM 3-0 Operations and JP 4-10 Operational Contract Support. This new field manual (FM 4-92), describes how the CSB, and its subordinate contract support elements, “fit” into the operational commanders' mission construct and execution. The CSBs' specialized capability to provide operational contract support planning, integration, and contractor management provides the operational commander additional sustainment support capabilities; enables sustained operational momentum; and facilitates the effective transition from combat to security and stability operations. This manual fills an immediate need to provide commanders and their staffs with the doctrinal tools necessary to properly leverage these new contracting organizations. Reading this FM will familiarize operational commanders and their staffs with the CSB mission, organization, roles, and the key tasks CSBs perform to efficiently obtain and effectively utilize available commercial support in a theater of operations.

Book excerpt: This publication, Army Techniques Publication ATP 4-92 (FM 4-92) Contracting Support to Unified Land Operations October 2014, describes Army contracting support elements' role, organization and operations in support of unified land operations. ATP 4-92 is a revision of Field Manual 4-92, Contracting Support Brigade, last published in 2010. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contacting capability, is a critical force multiplier in unified land operations, especially long-term stability operations. With a smaller Army, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support and its associated expeditionary contracting structure may increase as a necessary force augmentation capability in future operations. Accordingly, the Army continues to enhance its capability to plan and provide OCS for deployed Army and joint forces. This contracting-focused ATP is one of numerous initiatives to inform the operating force on the importance of OCS planning and integration, again with focus on the Army's expeditionary contracting force structure, in all phases of operations. ATP 4-92-along with the publications referenced throughout this manual-is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of Army OCS capabilities in all phases of the operation. The publication also serves as a guide for worldwide deployment and employment of expeditionary Army contracting organizational capabilities. ATP 4-92 clarifies existing doctrine, which was focused on the CSB. Updates include mission command philosophy, the revised contracting support organizational structure, other contracting or operational contract support organizations, as well as expanded discussions of financial management (FM) in support of contracting actions. Updates also include expanded discussion on Army expeditionary contracting support to joint operations. ATP 4-92 contains three chapters: Chapter 1 provides an overview of contracting and operational contract support organizations, including the contracting support brigade and its subordinate units, along with USACE, INSCOM, LOGCAP, and ASA(ALT) forward. It also discusses command authority versus contracting authority, as well as contracting support considerations with respect to the Army force generation model. Chapter 2 includes contracting support considerations in the notional phases of the operation, from Joint Publication (JP) 3-0, as well as guidance for contracting support planning and execution, to include the vital link with financial management. Chapter 3 provides an overview of joint contracting considerations, to include lead Service and joint theater support considerations.

The ATP chapters are structured in line with the BSB's functions as opposed to its task organization. The updates to ATP 4-90 expands on the employment of a brigade support battalion. It provides detailed information on command and control including the operations process, sustainment support concept development, BSB in brigade support area operations, echeloning of BSB support capability in the BCT area of operation (AO), discussion on the two levels of maintenance, and other topics. Organization graphics are updated with organizational changes. This publication modifies the definitions of area support and echelon support. ATP 4-90 contains eight chapters and three appendices: an appendix on the BSB's mission essential task list with key collective tasks, security force assistance brigade (SFAB) appendix, and an appendix containing sustainment planning factors. ATP 4-90 chapters are: Chapter 1 includes the characteristics, core competencies, capabilities, functions, organization, and operations of the BSB to BCT and multifunctional support brigade. The chapter discusses how the BSB supports BCT execution of decisive action. Additionally, the chapter describes how the BSB supports the BCT's decisive action tasks during large-scale ground combat operations. Chapter 2 describes how the BSB commander and staff execute mission command by applying command and control. It describes how the command post is organized with functional and integrating cells. It describes the responsibilities of the commander and staff conducting the operations process and considerations for staff roles in the cells of the command post. Chapter 3 provides an overview of the BSB's support operations section. The chapter also includes information on creating and using a sustainment concept of support, staff running estimates, logistics synchronization matrix, sustainment overlay, and other key logistics planning tools. It also describes materiel management and its functions. Chapter 4 provides an overview of support areas at different levels and describes the fundamentals, operations, and considerations at the BCT level for the establishment, operation, protection, and displacement of the brigade support area. Chapter 5 provides an overview of how the BSB arrays forces and echelons sustainment across the battlefield to the brigade through the use of field, combat, and company trains. The chapter also discusses the use of a forward logistics element and echelon above brigade sustainment units that support the BCT. Chapter 6 provides an overview of distribution fundamentals at the BCT level and describes the role, organization, and operations of the BSB's distribution company, forward support companies, and other units that provide distribution support to the BCT. Chapter 7 provides an overview of maintenance fundamentals at the BCT level as well as describes the role, organization, and operations of the BSB's field maintenance company and forward support companies.
