Trainers and educators throughout the Army may also use this manual.FM 3-14 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which FM 3-14 is the proponent publication (the authority) are marked with an asterisk (*) in the glossary. Definitions for which FM 3-14 is the proponent publication are boldfaced in the text. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition.FM 3-14 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. The proponent of FM 3-14 is the United States Army Space and Missile Defense Command (USASMDC).

Virtually every Army operation uses space capabilities to some degree. Today, we use space largely for its ability to enhance the effectiveness of our combat forces. We can communicate; navigate; target, find, and fix the enemy; anticipate weather; and protect our forces based on combat and support assets available from space. We also strive to control space so adversaries cannot overcome our asymmetrical advantages in space. Space provides tremendous leverage to the Army's land warfare capability. The Army views space as a vertical extension of the battlefield and an integral part of the battlespace, one that has been especially instrumental during the ongoing global war on terrorism. The Army's transformation also integrates space into all phases of planning and operations as a core element of that process. The Army's future force, serving as part of the joint force, will be even more adaptable and lethal, leveraging the capabilities of the ultimate high ground. The nature of warfighting is changing rapidly, and the Army's strategic role in space is evolving as a result. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.

Operations in the space domain are increasingly contested, degraded, and operationally limited. "The United States considers unfettered access to and freedom to operate in space to be a vital interest. Any harmful interference with or an attack upon critical components of our space architecture that directly affects this vital US interest will be met with a deliberate response at a time, place, manner, and domain of our choosing." Sustained space access is vital to the collective security of the US and its allies. The National Security Strategy recognizes that "collective action is needed to assure access to the shared spaces [such as] space-where the dangerous behaviors of some threaten us all." The space domain is the area above the altitude where atmospheric effects on airborne objects become negligible. Like the air, land, and maritime domains, space is a physical domain within which military, civil, and commercial activities are conducted. The relationship between space and cyberspace is unique in that many space operations depend on cyberspace, and a critical portion of cyberspace can only be provided via space operations.

Cultural, diplomatic, information, military, economic, religious, psychological, technological, and political factors all influence the formation and conduct of multinational operations. America's interests are global, but its focus is regional. Existing alliances and past coalitions reflect that focus. Alliance participants establish formal, standard agreements for operational objectives. As forces of these nations plan and train together, they develop mutual trust and respect. Alliance nations strive to field compatible military systems, structure common procedures, and develop contingency plans to meet potential threats. Multinational operations are conducted by forces of two or more nations, usually undertaken in the structure of a coalition or alliance. Other possible arrangements include supervision by an intergovernmental organization such as the UN or the Organization for Security and Cooperation in Europe. Commonly used terms under the multinational rubric include allied, bilateral, coalition, multinational, combined/coalition or multilateral. However, within this manual the preferred term multinational will be the term used to describe these actions and has replaced the older terms of combined in almost all usages except NATO. This publication has undergone significant changes and improvements over the past two decades. It meets the growing and evolving multinational missions.
