The analysis of flood events in Hoi An revealed the impacts of flooding on many aspects of human life in this area including severe health risk. However, through literature review, the research showed that few studies about health risk assessment were performed in Vietnam in general and in Hoi An City specifically. Therefore, assessment of the health risk due to flooding is conducted in this research. The goal of this study is to develop a method to assess human health risk due to flooding with a focus on communicable diseases. It also aims to reduce health risk due to flooding by exploring areas that are most at risk. The methodology consists of (i) creating the health susceptibility map based on the Health Susceptibility Index (HSI); (ii) integration of health susceptibility with exposure information into vulnerability information; (iii) spatial analysis of health risk by the combination between health vulnerability and flood hazard information; (iv) evaluating the research results with the incidence of diseases in reality. The health risk map is the first holistic map of its kind for defining the spatial distribution of risk areas in Hoi An City.

Book excerpt: Urban water security is crucial for achieving sustainable development, peace, and human health and well-being. Framing urban water security is challenging due to the complexity and uncertainty of its definition and assessment framework. Several studies have assessed water security in widely divergent ways by granting priority indicators equal weight without considering or adapting to local conditions. This dissertation develops a new urban water security definition and assessment framework applicable to water scarce cities, with a focus on Madaba, Jordan. It takes a novel and systematic approach to assessing urban water security and culminates in integrated urban water security index (IUWSI) as a diagnostic tool and guide management actions. The dissertation suggests a new working definition of urban water security based on the United Nations (UN) Sustainable Development Goal 6.1 on safe drinking water for all and the human rights on water and sanitation as follows: The dynamic capacity of water systems and stakeholders to safeguard sustainable and equitable access to water of adequate quantity and acceptable quality that is continuously, physically and legally available at an affordable cost for sustaining livelihoods, human well-being and socioeconomic development, ensuring protection against waterborne pollution and water-related disasters, and for preserving ecosystems in a climate of peace and political stability. This proposed definition captures issues at the urban level of technical, environmental and socioeconomic indicators that emphasize credibility, legitimacy and salience. The assessment framework establishes a criteria hierarchy, consisting of four main dimensions to achieve urban water security: drinking water and human well-being, ecosystem, climate change and water-related hazards and socioeconomic aspects (together, DECS). The framework enables the analysis of relationships and trade-offs between urbanization, water security and DECS indicators. The dissertation also provides a structured analysis to understand how urban water is managed in intermittent water supply system, by conducting a water balance analysis after quantifying the components of water losses in Madaba’s water distribution network. The findings showed that Madaba's non-revenue water (NRW) amounted to annual loss of about 3.5 million m3, corresponding to financial losses of 2.8 million USD to the utility, of which 1.7 million USD is the cost of real losses. The dissertation provided an intervention strategy for strengthening infrastructure resilience and reducing leakage via the infrastructure, repair, economic, awareness and pressure (IREAP) framework. The IREAP framework provides a robust strategy to shift intermittent water supply (IWS) into continuous water supply. The IUWSI highlighted the state of water security in Madaba, Jordan and identified the means of implementation to move towards achieving urban water security based on the priorities for Madaba. The drinking water and human wellbeing dimension was the most important priority, receiving a weight of 66.22%, followed by ecosystem (17.15%), socioeconomic aspects (10.18%), and climate change and water-related hazards (6.45%) dimensions. The IUWSI indicated that the urban water security in Madaba is reasonable with a score of 2.5/5 and can meet the minimum requirements in several dimensions, but nonetheless, it has many loopholes to cover. Gaps are clear in the climate change and water-related hazards, and socioeconomic dimensions with scores of 1.6/5 and 2.237/5 respectively. Additionally, specific shortcomings are found in indicators such as water availability, reliability, diversity, and public health. The IUWSI framework assists with a rational and evidence-based decision-making process, which is important for enhancing water resource management in water-scarce cities

Quantitative flood risk management (FRM) in the modern context demands statistically robust approaches (e.g. probabilistic) due to the need to deal with complex uncertainties. However, probabilistic estimates often involve ensemble 2D model runs resulting in large computational costs.Additionally, modern FRM necessitates the involvement of a broad range of stakeholders via co-design sessions. This makes it necessary for the flood models, at least at a simplified level, to be understood by and accessible to non-specialists. This study was undertaken to develop a flood modelling system that can provide rapid and sufficiently accurate estimates of flood risk within a methodology that is accessible to a wider range of stakeholders for a coastal city – Can Tho city, Mekong Delta, Vietnam. A web-based hydraulic tool, Inform, was developed based on a simplified 1D model for the entire Mekong Delta, flood hazard and damage maps, and estimated flood damages for the urban centre of Can Tho city (Ninh Kieu district), containing the must-have features of a co-design tool (e.g. inbuilt input library, flexible options, easy to use, quick results, user-friendly interface). Inform provides rapid flood risk assessments with quantitative information (e.g. flood levels, flood hazard and damage maps, estimated damages) required for co-designing efforts aimed at flood risk reduction for Ninh Kieu district in the future.

Book excerpt: Thua Thien Hue province in Vietnam is a coastal province with the largest lagoon system in Southeast Asia which has been affected by natural disasters such as floods, storms and droughts. In recent years, changes in climate had strong impacts on the lives and work of the local people, especially those with low incomes as their major livelihoods in the region are heavily reliant on climate and natural resources and on that ground, any changes in the weather patterns heavily affected productivity and household's income. The study uses both primary and secondary data to investigate how natural disasters have affected household welfare in rural Vietnam. Primary data were collected through focus group discussions, individual interviews, and key informant interviews in four communes of Thua Thien Hue province as case studies. The study finds that among the households with different coping strategies, non-farming households have the best adaptive capacity to annual natural hazards. Local people recognize the importance of transferring from on-farm to nonfarm activity to achieve economic resilience to a disaster thereby seek opportunities to move from farming to non-farm activities such as the industry, construction sector and services. This suggests to strengthen the need of provision of nonfarm activities given its role in sustaining household welfare against natural hazards. Under increasing risk and uncertainty pervasive in farming system, if there is no or few potentials to diversify into non-farm income sources in the future, people in the affected areas have no options than becoming poorer.

The developing world is particularly vulnerable, as the people there are disproportionately affected by flooding. In Vietnam, flooding occurs annually, and the Thach Han Basin is among the areas vulnerable to flooding. The book describes the process to assess flood risk in the basin. The MIKE model family, including a hydrological model (NAM), hydraulic dynamic model (MIKE 11) and MIKE 11 GIS, was the primary tool applied to create flood risk maps. Risk is herein understood as a function of the hazard and the vulnerability of society to damage due to the hazard. The hazard maps were constructed from the duration maps and the inundation maps. Through field survey and data analysis, land use and population density were chosen as the basis to develop the flood vulnerability maps. Flood risk maps were constructed by integrating the hazard and vulnerability maps.

This study presents a review of flood incidence in the delta over the past 15 years, with a specific focus on Dong Thap province. The study investigates the damage costs of floods and suggests that overall final losses should not be strictly related to the magnitude of hydrological variables but also to other factors such as inadequate coping measures and infrastructure. Also, it concludes that flood control procedures applied in Vietnam still need much improvement in terms of dissemination of information, investment in infrastructure, awareness-raising and aid monitoring.

Investigations of recent flood incidents have proved that climate volatility is likely to exceed present day conditions, meaning that existing protection systems are not likely to be suitable for dealing with extreme events. The problem is particularly acute in Southeast Asia. Here, flood vulnerability is often exacerbated by inappropriate planning for urban expansion, associated with transportation development. This has so far proved to be a significant challenge for governments seeking long-term strategies related to urban resilience. Ho Chi Minh City (HCMC), an emerging-coastal in Vietnam, is facing frequent flood events as a result of rapid development. This research uses HCMC as a case study to show how resilience theory, along with key experiences from other coastal cities such as New Orleans, Manila and Bangkok, can be used to explore: i) The evidence of increasing flood vulnerability in HCMC as the consequence of rapid urbanisation in new development districts situated on flood plains. ii) The challenges and opportunities for emerging coastal cities to integrate flood resilience into urban planning in order to reduce flood vulnerability. iii) The application of resilience theory to transportation to conceptualise a model of a Flood Resilient Transport System (FRTS) applicable to HCMC. iv) A number of potential adjustments to the current plans for transportation development, also referred to as the transport component in the general plan for HCMC. Overall, the implications of this research, including the combined method approach to flood simulation and GIS analysis, have the potential for application not only in HCMC, but also referenced in other emerging coastal cities, especially in Southeast Asia, to mitigate flood impacts.
