Book excerpt: This paper overviews the general features of computer program 'HEC-5, Simulation of Flood Control and Conservation Systems', with emphasis on the capabilities of the most recent release of HEC-5, Version 7.2, dated March 1991. HEC-5 can simulate the essential features and operation goals and constraints of simple or complex systems with simulation intervals ranging from minutes to one month. Single event flood analysis and period of record conservation analysis may be accomplished with the model. Flood control analysis includes balanced system operation for downstream damage centers with consideration of forecasted local flows and hydrologic routing. In addition, induced surcharge operation based on spillway gate regulation schedules can be simulated. Hydropower analysis may include run-of-river, peaking, and pumped storage plants as well as system power operation. Water supply simulation can include reservoir and downstream flow requirements in addition to divers ions and return flows. Water Quality analysis can include simulation of temperature, dissolved oxygen, up to three conservative and up to three nonconservative constituents. Book excerpt: Computer program HEC-1, a precipitation-runoff model widely used throughout the United States, includes the capability to estimate automatically any of twelve parameters necessary to model the precipitation-runoff process and the channel routing process. The parameter estimation scheme employs Newton's method to minimize a weighted sum of squares of differences between observed and computed hydrograph values. Applications of this parameter estimation procedure are presneted, and typical steps of the procedure for deterimining optimal parameter estimates are outlined. Recent efforts to improve the estimation algorithm and recent use of the calibration capability to update sequentially parameter estimates in a flood forecasting application are discussed. (Author).

Some of these models can even make operational decisions regarding proper gate regulations to obtain a desirable water quality condition at a dam site for a given set of flow conditions. HEC-5Q, Simulation of Flood Control and Conservation Systems (Including Water Quality Analysis) computer model, has the unique capabilities to accept user-specified water quantity and quality needs system-wide and to decide how to regulate the network of reservoirs. The decision criteria are programmed to consider flood control, hydropower, instream flow (municipal, industrial, irrigation, water supply, fish habitat) and water quality requirements. The HEC-5Q program was first applied to the Sacramento River System in California and a report was published in July 1985. Two other applications are in progress the Kanawha and Monongahela River systems, and are expected to be completed by September 1986. Because of the extensive modifications made to HEC-6, an entirely new User's Manual was also prepared. HEC released a Beta Test Version of the program in the fall of 1989, for field testing. Public release of the new version of HEC-6 is scheduled for September 1990. This paper describes the present status of the program as of April 1990, the expanded capabilities, and the improved documentation to be included in the forthcoming release of computer program HEC-6. Book excerpt: The authors illustrate how various flood control measures can be analyzed using the HEC-5C computer program. Basic principles in flood control planning and damage reduction are examined. Flood plain management measures include those designed to control hydrology and those designed to reduced susceptibility of property to damage. Hydrologic and economic relationships are examined and the affects of different types of flood control measures are presented. Of the eight control methods, levees or floodwalls were found to affect the stream's stage-discharge, stage-damage, discharge-damage, and damage frequency relationships. Diversion and flood forecasting affected these relationships the least, but all the methods affected the damage frequency. The HEC-5C program was used to develop systems which maximize net economic benefits. Given an existing system and an array of flood control measures, the strategy proceeds by computing expected annual damages for the existing system; adding any one of the flood control measures and computing expected annual damages; then subtracting expected annual damages with or without the control measure. Finally, the best measure was chosen based upon its final net benefit yield. A final added strategy recomputed costs and benefits by removing one of the control measures to determine if a better net benefit figure would be yielded. The Fall River System of California was used to illustrate how the program functions. (Author).

Book excerpt: This paper describes a technique that has been developed and programmed into an existing Hydrologic Engineering Center (HEC) computer model (6) that provides an estimate of the 'best' size of the individual components of a complex interrelated system of urban flood-control works while using techniques of analysis that are very near to the present state-of-the-art in the Corps of Engineers in hydrologic modeling, cost analysis, and economic damage-frequency analysis. 'Best' is defined as the combination of component sizes that yield the maximum value of system net benefits while observing performance standard constraints, if they exist. This capability has been developed so that a system consisting of up to six detection storage reservoirs, two within or out of basin diversions, and two pumping facilities can be automatically sized.
