The book focuses on development administration over forty years and identifies key attributes of public bureaucracy which are associated with bureaucratic performance. The associations between bureaucracy's attributes and performance are employed in explaining development differences between Jamaica and Trinidad and Tobago over the period 1960-1995. Associations are explored at the macro level through aggregate data and at the micro level through fascinating case studies of the Industrial Development Corporations (IDCs), associated with economic growth, and the Ministry of Education, associated with women's empowerment. The study establishes clear patterns of associations in the empirical cases and explores the implications of these findings for the theory of development administration.

While most countries in the region share many of the characteristics of middle-income countries, theirs is a matter of extremes. Their generally small size suggests a fragility not found elsewhere. While much of the world is beginning to feel some effects of climate change, the Caribbean is ground zero. These factors suggest a difficult road ahead, but the chapters presented in this volume aim to help to spur the search for creative solutions to the region’s problems. The chapters, written by expert contributors, examine the Caribbean economies from several perspectives. Many break new ground in questioning past policy mindsets, while developing new approaches to many of the traditional constraints limiting growth in the region. The volume is organized in four sections. Part I examines commonalities, including issues surrounding small economies, tourism, climate change and energy security. Part II looks at obstacles to sustained progress, for example debt, natural disasters and crime. In Part III chapters consider the specific role of external influences, including the USA and the European Union, the People's Republic of China, as well as regional co-operation. The volume concludes in Part IV with country case studies intended to provide a sense of the diversity that runs through the region.

Book excerpt: Since the economic decline in the early 1980s, most countries in Central America and the Caribbean have returned to positive growth rates. The recovery often coincided with or followed extensive neoliberal reforms. The contributors to this book address the crucial question of whether these growth rates are sustainable. Several aspects of sustainability are assessed, in particular macroeconomic, social, and ecological aspects. The book includes both comparative analyses focusing on one of these aspects of sustainability, and country case studies. The conclusion is that these countries have not yet arrived at a sustainable growth path due to, for example, high levels of foreign and domestic debt, worrisome trade gaps, a lack of social integration and irresponsible exploitation of natural resources. In sum, the analysis points to serious weaknesses in the current neoliberal model, the implications of which go far beyond this particular region.

Each is well above the average for all of Sub-Saharan Africa (SSA) in these respects. However, the GDP per capita varies significantly between these three countries. Differences in standard of living are similarly evident. The authors focus intensively on public policies that determine who gets what, how they get it, and what price they pay.

Carl Campbell focuses on the efforts by Williams and the PNM to use education as an instrument of postcolonial nation building, and the consequent tensions and conflicts between him and the churches, between 'creoles' and Indians, and between Tobago and Trinidad. His study concludes that the goal of national integration through education eluded the planners, and that diversity, not unity, characterized the education system. Significantly, Campbell finds that as in many other facets of national life, only partial and incomplete decolonization was attained in education. This study is useful as a source book in schools, colleges and at the University of the West Indies. Readers who reside outside of the Caribbean and who want to know more about the social history of one of the most important English-speaking Caribbean islands should find this book of more than passing interest. This is the companion volume to Campbell's The Young Colonials: A Social History of Education in Trinidad and Tobago 1834-1939 (The University of the West Indies Press, 1996).
