Book excerpt: America is at war with itself over the right to vote, or, more precisely, over the question of who gets to exercise that right and under what circumstances. Conservatives speak in ominous tones of voter fraud so widespread that it threatens public trust in elected government. Progressives counter that fraud is rare and that calls for reforms such as voter ID are part of a campaign to shrink the electorate and exclude some citizens from the political life of the nation. North Carolina is a battleground for this debate, and its history can help us understand why--a century and a half after ratification of the Fifteenth Amendment--we remain a nation divided over the right to vote. In Fragile Democracy, James L. Leloudis and Robert R. Korstad tell the story of race and voting rights, from the end of the Civil War until the present day. They show that battles over the franchise have played out through cycles of emancipatory politics and conservative retrenchment. When race has been used as an instrument of exclusion from political life, the result has been a society in which vast numbers of Americans are denied the elements of meaningful freedom: a good job, a good education, good health, and a good home. That history points to the need for a bold new vision of what democracy looks like.

Hunter, one of North Carolina's outstanding black reformers, was born a slave in Raleigh around 1851, and he lived there until his death in 1931. As public school teacher, journalist, and historian, Hunter devoted his long life to improving opportunities for blacks. A political activist, but never a radical, he skillfully used his journalistic abilities and his personal contacts with whites to publicize the problems and progress of his race. He urged blacks to ally themselves with the best of the white leaders, and he constantly reminded whites that their treatment of his race ran counter to their professed religious beliefs and the basic tenets of the American liberal tradition. By carefully balancing his efforts, Hunter helped to establish a spirit of passive protest against racial injustice. John Haley's compelling book, largely based on Hunter's voluminous papers, affords a unique opportunity to view race relations in North Carolina through the eyes of a black man. It also provides the first continuous survey of the black experience in the state from the end of the Civil War to the Great Depression, an account that critiques the belief that race relations were better in North Carolina than in other southern states.

Book excerpt: The 2016 presidential election was the first such contest since 1964 to take place in the absence of a key enforcement provision of the Voting Rights Act of 1965, namely Section 5 of the Act. Since the Supreme Court controversially suspended implementation of Section 5 in 2013, many states and localities have been transforming the legal and administrative frameworks of their elections, with dramatic implications for voter turnout and access to the franchise, especially for racial and ethnic minorities. The stakes are high: along with the Civil Rights Act of 1964, the Voting Rights Act dismantled the legal foundations of white supremacy in the southern United States, and its vigorous enforcement enfranchised millions of black and poor white voters. Section 5 required that covered jurisdictions obtain prior approval from the federal government for certain changes to its electoral institutions or election administration. In its 2013 decision, the Supreme Court overturned the formula for determining which jurisdictions were covered by Section 5. The coverage formula was originally based on the use of discriminatory "tests or devices," and voter participation rates in the 1964 presidential election. The formula was renewed four times by Congress, with minor revisions. Overturning this formula in 2013, the Supreme Court in effect suspended the application of Section 5 across 15 states that were covered completely or in part. Chief Justice John Roberts wrote for the majority that it was "irrational for Congress to distinguish between States in such a fundamental way based on 40-year-old data, when today's statistics tell an entirely different story. And it [was] irrational to base coverage on the use of voting tests 40 years ago, when such tests have been illegal since that time" (Shelby County v. Holder 2013). Do current "statistics tell an entirely different story?" This dissertation examines how Section 5 affected election-related outcomes in a single but important state, North Carolina. North Carolina is a critical case to investigate because it has a distinctive pattern and scope of Section 5 coverage and unusually rich registration and turnout records stretching back decades. The findings are unambiguous. Section 5 had a positive, independent, and statistically significant effect on voter turnout and registration at its outset and also over time, including in the period just before its suspension. These effects were particularly strong among black North Carolinians. Moreover, the data show that suspending Section 5 in 2013 depressed turnout in the 2016 statewide elections in North Carolina, especially for black voters. The dissertation also investigates the mechanisms for the effectiveness of Section 5 coverage in protecting the franchise, including improved registration rates and polling places per 10,000 voting age persons. Submission patterns suggest that the frequency of county requests to the Department of Justice is positively associated with improved voter access in the covered jurisdictions. The findings of this dissertation have significant implications for theories of U.S. political development, democratization, political behavior, racial politics, and federalism

Focusing on political transformation, electoral reform, and new economic policies to aid poor and struggling farmers, the Populists and their coalition partners took power at all levels in the only southern state where Populists gained statewide office. For a brief four years, the Populists and Republicans gave an object lesson in progressive politics in which whites and African Americans worked together for the betterment of the state and the lives of the people. James M. Beeby examines the complex history of the rise and fall of the Populist Party in the late nineteenth century. His book explores the causes behind the political insurgency of small farmers in the state. It offers the first comprehensive and in-depth study of the movement, focusing on local activists as well as state leadership. It also elucidates the relationship between Populists and African Americans, the nature of cooperation between Republicans and Populists, and local dynamics and political campaigning in the Gilded Age. In a last-gasp attempt to return to power, the Democrats focused on the Populists' weak point--race. The book closes with an analysis of the virulent campaign of white supremacy engineered by threatened Democrats and the ultimate downfall of already quarreling Populists and Republicans. With the defeat of the Populist ticket, North Carolina joined other southern states by entering an era of segregation and systematic disfranchisement. James M. Beeby is an assistant professor of history at Indiana University Southeast.
