It deals with the subject under the following major headings: engineering aspects of irrigation systems; factors limiting fish production in canals; weed growth and associated problems in irrigation canals. Cage culture in irrigation canals is presented in case studies for Indonesia, Egypt and Thailand, and pen culture in China. Both cage and pen culture are considered to be the most suitable forms of aquaculture in irrigation canals. Fish can be profitably and successfully reared in irrigation canals to control unwanted aquatic weed growth, and there is some potential for the use of fish to control vectors and hosts of waterborne diseases. Amongst the constraints, levels of pesticides in fish tissues cultured in irrigation systems could be a problem in the development of foodfish production in irrigation canals. The major constraint to aquaculture development in such systems is that a continuous, preferably constant, flow of water is required throughout the culture period and this is not available in many irrigation systems.

Book excerpt: This Fisheries Technical Paper is a companion to the Report of the FAO Expert Consultation on the Use of Irrigation Systems for Sustainable Fish Production in Arid Countries of Asia (FAO Fisheries Report No. 679). The consultation was held at Almaty, Kazakhstan, from 25 to 29 September 2001. The document brings together twelve papers that review the present use of irrigation systems for fisheries in the countries of the arid belt of Asia, from Turkey to China. The individual papers deal with the following countries and areas: Xinjiang Uygur Autonomous Region (China), India, the Islamic Republic of Iran, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Turkey and Uzbekistan. While some countries in the arid belt are well advanced in the field of fish production from waterbodies of irrigation systems, others are experiencing major difficulties arising from recent changes in their political and economic systems, particularly Mongolia and the countries of Central Asia. Book excerpt: Fish screens were installed in three of seven irrigation canals that divert water from Skalkaho Creek, a tributary of the Bitterroot River, in 2003 to prevent the loss of fluvial-adfluvial westslope cutthroat trout to irrigation canal entrainment. A study conducted in 2003 and 2004 established that fish screens were effective at reducing the loss of adult and age-0 westslope cutthroat trout. The efficiency of fish screens at preventing the loss of age 1-4 juveniles, the effect of screening on age-0 westslope cutthroat trout downstream movements, and the magnitude of entrainment at unscreened canals remained unclear after this initial study. The goal of my study was to address these information gaps. Fish screens prevented the loss of about 82% of entrained juvenile westslope cutthroat trout and bull trout. About 69% of entrained juveniles exited the screened canals through the headgates, 14% were bypassed, 12% remained in the canals, and the fate of 5% remained unknown. Entrained fish took about 7 days to exit the screened canals. Fish screen efficiency, the route used by fish to exit, and the amount of time taken by fish to exit varied by canal.

Low cost recovery coupled with declining government finances has led to the deterioration of both the quality of the built infrastructure and institutions managing and governing such infrastructure. This has created a vicious circle of low cost recovery, poor maintenance of infrastructure, inadequate and unreliable water supply, inefficient and corrupt institutions, and unwillingness of the farmers to pay. Breaking this vicious circle primarily requires identifying ways to improve availability of financial resources. Improving cost recovery from all users, including irrigators of the water, offers one of the most important avenues for raising financial resources. The present study examines some of the important issues that impinge on improving the cost recovery in canal irrigation, and assesses the feasibility of some of the efforts being made to improve cost recovery in irrigation to revitalize canal irrigation.
