Dans le cadre de partenariats de pré-adhésion, ces pays se sont engagés à effectuer le rattrapage de l'ensemble du corpus juridique communautaire appelé " acquis communautaire ".Le rattrapage de l'acquis communautaire environnemental revêt d'importantes difficultés auxquelles il convient de répondre par la mise en œuvre des politiques publiques de protection de l'environnement les plus efficaces.L'objet de cette thèse est de montrer que les instruments fiscaux et financiers de protection de l'environnement, qui sont définis, apportent des solutions appropriées au contexte des pays aux économies en transition, soucieux d'assurer une protection de l'environnement au meilleur rapport coût/efficacité.La pertinence d'un usage plus étendu des instruments fiscaux et financiers de protection de l'environnement est ici justifiée.Les modalités d'application de ces instruments sont exposées au regard, tant de la situation particulière des pays d'Europe centrale et orientale, que du cadre contraignant des règles du marché unique. Cette approche permet de replacer la protection de l'environnent dans un contexte historique caractérisé par les bouleversements rencontrés depuis dix ans dans les pays de l'ancien bloc soviétique et par la nécessaire évolution de la construction européenne.
