Book Foreign and Commonwealth Office Annual Report 2007 08

Download or read book Foreign and Commonwealth Office Annual Report 2007 08 written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2009 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

This book was released on 2009-06-14 with total page 460 pages. Available in PDF, EPUB and Kindle. Book excerpt: The control of arms by means of non-proliferation and disarmament is one of the most important aims of Government foreign policy. The proliferation of weapons of mass destruction - nuclear, chemical and biological - poses a grave threat to UK and global security. This report was prompted by recent developments relating to nuclear weapons but also examines wider issues. The Committee examine: the Government's approach to non-proliferation and the institutional and policy issues relevant to the UK, the EU, NATO and the United States; nuclear weapons including the Nuclear Non-proliferation Treaty and nuclear disarmament; biological and chemical weapons; ballistic missiles and missile defence; terrorism and physical security; and conventional weapons. Finally the report assesses the Government's overall strategy, which is characterised by a commitment to a rules-based international system.

Book The role of the FCO in UK government

Download or read book The role of the FCO in UK government written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2011-05-12 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Foreign Affairs Committee believes the Foreign and Commonwealth Office (FCO) will not be back at the centre of Government and able to lead UK foreign policy, in line with the Foreign Secretary's ambitions, unless it can provide deep foreign policy expertise and judgement to underpin and implement Government decision-making. The FCO must have the resources and skills required to fulfil this role, especially specialist geographical expertise and knowledge of foreign languages. The FCO has a vital role to play for the Government, namely the timely provision of world-class foreign policy information, analysis, judgement and execution. Finances, people and buildings must be well-managed, but managerial requirements must not divert time and focus disproportionately from the FCO's core foreign policy functions. Given the resource constraints facing the FCO, however, there is doubt whether the department can achieve the Government's ambitions for enhanced commercial work while maintaining its core foreign policy functions at the required standard. The committee regards the FCO's network of overseas posts as integral to the department's ability to discharge its functions, and recommends that the FCO should seek to maintain a global UK presence. The committee also called "confusing" the fact that under the current Government the FCO has three sets of priorities: the Foreign Secretary's, the Cabinet Office's Business Plan for the department, and the 2010 Strategic Defence and Security Review.

Book Embassies in Armed Conflict

Download or read book Embassies in Armed Conflict written by G. R. Berridge and published by Bloomsbury Publishing USA. This book was released on 2012-02-02 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is an examination of how embassies work and cope during wartime, with a focus on the experiences of the British, American, and Indian embassies. During wartime, embassies assume different roles and face various situations. An embassy might represent a belligerent state while being situated in an enemy, an allied, or a neutral state. Conversely, it might represent a neutral state, while having to function in a belligerent state. How does an embassy's situation affect its priorities? How does it affect its staff and mission? The work and risks they face may vary greatly, but embassies play a key role in war, a time when they are required to give higher priority to military and political intelligence while facing daily risks of attacks and managing media and high-ranking visitors. "Embassies in Armed Conflict" examines these issues and the problems wartime embassies encounter by looking primarily at the experiences of American, British, and Indian embassies. Written by a leading expert, the book aims to both examine the role of wartime embassies and to provide guidance for those who serve - or wish to serve - in the Foreign Service. The volumes in the series are relatively short handbooks aimed at beginning practitioners and advanced university students. The volumes highlight the ways foreign policy is implemented through the apparatus of diplomacy, the diplomatic system, and diplomats and will discuss: specific aspects of diplomacy, such as the concept of diplomatic relations, the consequences of cutting off diplomatic relations, diplomatic immunity, etc., and key diplomatic activities and events, such as an international crisis, or a summit meeting. Such books will focus on the conduct of diplomacy rather than its politics. The focus will be on the contemporary practice of diplomacy, not on foreign policy or the theoretical direction of diplomacy.

Book Blair s Successful War

Download or read book Blair s Successful War written by Dr Andrew M Dorman and published by Ashgate Publishing, Ltd.. This book was released on 2013-03-28 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: Andrew Dorman introduces Sierra Leone as Blair's second great military adventure after Kosovo and the first he undertook on his own. It is tied to Blair's 1999 Chicago speech on the 'Doctrine of the International Community', his move towards humanitarianism and the impact of the Kosovo experience. The book links this move with the rise of cosmopolitan militaries and the increasing involvement of Western forces in humanitarian operations and their impact on the international system. Furthermore, it places it within the context of defence transformation and the emerging Western expeditionary capabilities, in particular the European Union's new battle group concept and developments in concepts such as Network Centric Warfare and Networked Enabled Capability. Examining the whole campaign and considering the impact on the Blair Government, this book will prove to be a key reader on the topic.

Book Parliament and Congress

Download or read book Parliament and Congress written by William McKay and published by Oxford University Press. This book was released on 2010-06-03 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The constitutional background of both legislatures and their procedures are described and where possible compared. Currently unsolved problems often have much in common, in vexed areas such as ethics requirements or how procedural rules permit minorities fair access to legislative time before majorities prevail. British successes include the enhanced authority and effectiveness of select committees and the acquisition of more debating time by the creation of a parallel Chamber. Unsolved problems at Westminster begin with the powers and status of the Lords, and go on through the search for more effective review of EU activities, adapting parliamentary scrutiny to more sophisticated government financial information, and making better use of legislative time without diminishing back-bench rights. The accelerated pace and extent of procedural changes in Congress is problematic. Constant pursuit of campaign funds, increased party exploitation of Members' ethical shortcomings, and partisan reapportionments, have diminished collegiality and compromise. Business is conducted with greater predictability, with fewer quorum calls, postponement and clustering of votes, and by utilization of ad hoc special orders, often in derogation of openness and minority rights in the House. Minority complaints have been frequent and occasionally extreme. Conversely constant filibuster threats in the Senate have enhanced minority party power there. An 'inverse ratio' between the greater complexity, importance, and urgency of pending legislation on the one hand, and diminution of deliberative capacity, fairness. and transparency on the other, has been repeatedly demonstrated, especially at the stage of final compromises between the Houses.
