Book excerpt: COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.

Book excerpt: Excerpt from Spain and the Rule of Law The then secretary-general of the Commission visited Spain in April 1960 and established relationships with members of the legal profession in Madrid, Barcelona and Sevilla. Professor Silverio Coppa of the Rome Bar acted in March 1961 as the observer of the Commission at the trial in Madrid of Professor Tierno Galvan of the University of Salamanca and his eight co-accused. Throughout this period, members of the Judiciary and Bar as well as academic circles in Spain have repeatedly manifested great interest in the activities of the Commission with the result that the Spanish mailing list of the Commission's publications has continued to grow. Two Spanish jurists attended the European Conference held by the Commission in Vienna in April 1957. The Commission is aware of the sufferings and ordeals of the Spanish people during and after the Civil War. It is not for the Commission to pass judgment on the profound divisions which afflicted Spain in 1936 and thereafter and which culminated in the present Government of General Franco. This book demonstrates that the issue is complex, and explains why efforts to solve the problem in purely political terms are ineffective, and likely to continue to be ineffective. The book shows how state-led, state-incentivised agribusiness development lies at the heart of the problem, leading to a large rise in palm oil production, with extensive clearing of forests, leading to deliberate or accidental fires and the resulting haze. Moreover, although the forest clearing is occurring in Indonesia, many of the companies involved are Malaysian and Singaporean; and, further, many of these companies have close relationships with the politicians and officials responsible for addressing the problem and who thereby have a conflict of interest. The author concludes by discussing the huge difficulties involved in overturning this system of 'patronage politics'.

His insightful study expresses a profound empathy for both countries and, with the death of Benazir Bhutto and the decline of Pervez Musharraf, could not be a timelier contribution to current debates concerning the stability of the region. Since 1971, Pakistan has evolved into a praetorian state plagued by army interventions and corrupt civilian governments. Nevertheless, the tunnel-vision of General Musharraf triggered a political implosion in 2007, and widespread dismay over the assassination of Benazir Bhutto has led Pakistanis to vote overwhelmingly for unfettered civilian rule and the diminishment of religious parties. In contrast, the Bangladesh Army seems intent on returning control to civilians, having remained averse to power for the past seventeen years. Furthermore, Bangladeshi society isn't nearly as Islamicized as Pakistan's, though jihadi groups stand ready to exploit the government's weaknesses. Milam takes a hard look at the political and religious realities of both countries, especially the al-Qaeda-linked jihadi networks that threaten to permanently turn Pakistan into an ideological state. He also considers Islam's undeniable influence on the culture of both societies, and, in turn, the influence of these cultures on the tone and expression of Islam. Milam includes an examination of the fear and hostility Pakistan has exhibited toward India, which has resulted in three wars and at least one mini-war.
