Steps were immedi ately taken to procure an otfice with the proper equipments; such as furniture, engraved plates, registers, books, blanks, records, stationery and all other things which were absolutely essential for the transaction of the business set forth in the law passed Febru ary 27th, 1896, for the purpose of regulating the practice of medi cine in this State. It was deemed necessary to have the plates for printing the certificates engraved upon steel. The registers and records had to be constructed in accordance with the law; it requiring considerable time for their preparation, some delay occurred hofo1e it was possible for the Board to commence the issuing of certificates. Seven. The entire number of cases of small-pox in Ohio resulting from this outbreak, was 168, the deaths numbering eighteen. It should be recalled that this epidemic was started by two negro deckhands who were brought to Wheeling, W. Va., one from Cincinnati by the steamer Hudson and the other from Memphis, Tenn., by the steamer Keystone State. Our Ohio river towns are especially liable to the introduction of small-pox by this class of river men, and for their protection the national government should require vaccination as a con dition of service. NO one had authority to act in the town ship, except in smallpox the trustees had certain powers. Consumption was almost universally regarded as an inherited dis ease, and little or no effort was made for its prevention. Even diphtheria was still considered as a non-communicable disease by many members Of the medical profession, and membranous croup was quite generally considered as a distinct affection requiring no preventive measures. The people in a general way knew that impure water was a cause of disease, but took scant heed Of the necessity for protecting the sources from which it came. NO community had undertaken to purify the water it drank, nor the sewage which it turned into the stream from which its water supply was taken. Four meetings of the Board were held during the year; two in Columbus, one in Cleveland and one in Toledo. An abstract of the proceedings of these meetings is given in following pages. The January meeting, held in Columbus, was a joint meeting of the State and local boards of health, the fifth of its kind. The proceedings of that meeting, although properly belonging to this report, were published in the ninth annual report, which was then going through press. Some very valuable papers, interestingly discussed, were presented at this meeting. Health Of The State. So far as reports enable us to speak, the year seems to have been one of general good health, except at its close, when typhoid fever was more than usually prevalent. We must again deplore the fact that Ohio is without a proper system for the collection of vital statistics, which would enable us to present accurate data showing its healthfulness as compared with that of other states, and the healthfulness of its cities and towns as compared with one another. No one knows the number of deaths or the number of births that occurred in Ohio during the past, or any other year.
