The data focuses on five types of fata firearm injury: suicide, homicide, accidents, legal intervention and those deaths classified as undetermined by the coroner. In total there were 5083 registered firearm related deaths in Australia between 1991 and 2001. Suicides accounted for the majority of these firearm related deaths (77 per cent), followed by homicide (15 per cent). In 1991, there were 629 firearm related deaths compared to 333 deaths in 2001. This represents a 47 per cent decrease in firearm related deaths over the period 1991 to 2001.

Book excerpt: According to the 'Homicide in Australia: 2001-2002 National Homicide Monitoring Program (NHMP) Annual Report', despite an overall increase in homicide victimisation in 2001-02, there was a decrease in the number of recorded homicides where they type of weapon used was a firearm. Between 1 July 1989 and 30 June 2002 there has been a gradual decline in the use of firearms to commit homicide. Firearms were used in 26 per cent of homicides in Australia in 1989-90, compared to 14 per cent in 2001-02. This represents a 25 per cent decrease, and is the lowest proportion of homicides committed with a firearm since the inception of the NHMP in 1990. The most common type of firearms used to commit homicide in 2001-02 were handguns (56 per cent) and in most cases the firearm used in the homicide was not registered or licensed to either the victim or the offender.

For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. Book excerpt: The 1996-1997 National Firearms Agreement (NFA) in Australia introduced strict gun laws, primarily as a reaction to the mass shooting in Port Arthur, Tasmania, in 1996, where 35 people were killed. Despite the fact that several researchers using the same data have examined the impact of the NFA on firearm deaths, a consensus does not appear to have been reached. In this paper, we reanalyze the same data on firearm deaths used in previous research, using tests for unknown structural breaks as a means to identifying impacts of the NFA. The results of these tests suggest that the NFA did not have any large effects on reducing firearm homicide or suicide rates.

Book excerpt: The development of legislation aimed at reducing the incidence of firearm-related death is an ongoing interest within the spheres of criminology, public policy, and criminal justice. Although a body of research has examined the impacts of significant epochs of regulatory reform upon firearm-related suicides and homicides in countries like Australia, where strict nationwide firearms regulations were introduced in 1996, relatively little research has considered the occurrence of a specific type of homicide: mass shooting events. The current paper examines the incidence of mass shootings in Australia and New Zealand (a country that is socioeconomically similar to Australia, but with a different approach to firearms regulation) over a 30 year period. It does not find support for the hypothesis that Australia's prohibition of certain types of firearms has prevented mass shootings, with New Zealand not experiencing a mass shooting since 1997 despite the availability in that country of firearms banned in Australia. These findings are discussed in the context of social and economic trends.
