Book excerpt: The problem was that the inaccurate reporting of the dollar loss from structure fires has led to the inability to make informed decisions using current and accurate data at the community level. The purpose of this applied research project was to challenge fire service administrators to think strategically, to act decisively, and thus to develop an accurate ability to make informed decisions concerning the monetary loss that is occurring in their respective communities from the ravages of fire. Survey instruments were sent to the thirty-one fire departments and districts in DuPage County, Illinois, in an attempt to determine the methods of measuring monetary fire losses. The descriptive research method of analysis was used for the DuPage County fire figures. The collection of data has been ongoing for the past five years, and includes evaluative research, which was performed in an attempt to develop a resolution. The research questions were: How is fire loss data being currently developed and used within the communities of DuPage County? What resources or tools exist to improve the accuracy of the fire loss problem? What is the impact to the community for not accurately reporting the financial loss caused by fire? What type of training have fire officers been given in estimating fire loss? The results identified that 97% of all survey respondents use a guessing process in estimating the dollar loss from fires. Only 32% of fire officers felt that they were not at all accurate or unknown their level of accuracy. Also, 45% of the fire departments are not concerned about the validity of the data. 74% of the respondents use the structure loss data for statistical analysis annually. 48% of fire officers felt that there is not enough fire loss to change their decision-making skills. Lastly, 100% of respondents do not provide any type of specialized training to their fire officers in estimating monetary loss from structure fires. The recommendations based on this study were to revamp the National Fire Incident Reporting System and mirror the Bureau of Justice Statistics. Have the USFA create an affiliation with the insurance and building industry to gain their perspectives. Sanction the USFA to develop a pilot program to assist fire administrators to make accurate and financial decisions concerning the effects of fire on a community. [STAR#: 139481]
