There are many factors challenging higher education today and in the foreseeable future. In one form or another, these issues and trends can be seen in higher education systems throughout the world. They include chronic underfunding, marketisation and competition, alternative providers, massification, internationalisation, governance, leadership, strategic management, accountability, accreditation, and social relevance. Another key factor for many countries, especially in Europe, and the focus of this book, is the current and future status of the higher education systems that differentiate the university and non-university sectors.

Book excerpt: Even if in most countries non-university higher education institutions did not have originally a research mandate, it is well known that in most cases these institutions have progressively developed research activities and, at least in some countries, the State now has recognized the research role of these institutions and provided support and funding. Moreover, in many countries the role of research in polytechnics, ‘fachhochschulen’, ‘hogescholen’, university colleges, etc is on the political agenda. Despite the importance of the issue, there are very few in-depth studies of research in the non-university sector. These studies show that the development of research in these institutions leads to quite complex interactions with universities, both in the sense of convergence (academic drift) and/or of differentiation of a specific research mandate oriented towards the regional economy. Therefore, this book aims to fill this gap by first analysing a number of transversal issues related to the research mission of these institutions. In its second part it gives an overview of the state of the art in eight European countries.

The book shows that each of the national reform processes has been characterised by its own specific pathways embedded in the country’s specific socio-economic contexts and cultures, but also has a number of features in common with the other countries and processes. The first chapter of the book presents a conceptual framework to analyse the reform processes as an ’implementation game’ played by several actors with diverse interests. The second chapter describes the national reform processes of the six selected countries, giving a voice to the individual university rectors and officials who played an important role during the reform processes. Their stories constitute a vivid narrative of the government drivers of reform and of the rationales of the institutions as main partners in the reform processes. These narratives are analysed, complemented by, and contrasted with a review of the literature on the subject in the third chapter. The final chapter consist of concluding remarks and lessons learned.

The controversy increased when Johns Hopkins University was established in 1876 with only graduate programs, and more recently with the release of the Carnegie Foundation report Scholarship Reconsidered by Ernest L. Boyer in 1990. Since the publication of Scholarship Reconsidered in 1990, higher education scholars and policymakers began to pay attention to the details of teaching and research activities, a kind of ‘black box’ because only individual academics know how they conduct teaching and research in their own contexts.

Book excerpt: A human right to higher education was included in the International Covenant on Economic Social and Cultural Rights (ICESCR), which came into force in 1976. Yet the world has changed significantly since the ICESCR was drafted. State legislation and policies have generally followed a neoliberal trajectory, shifting the perception of higher education from being a public good to being a commodity able to be bought and sold. This model has been criticized, particularly because it generally reinforces social inequality. At the same time, attaining higher education has become more important than ever before. Higher education is a prerequisite for many jobs and those who have attained higher education enjoy improved life circumstances. This book seeks to determine: Is there still a place for the human right to higher education in the current international context? In seeking to answer this question, this book compares and contrasts two general theoretical models that are used to frame higher education policy: the market-based approach and the human rights-based approach. In the process, it contributes to an understanding of the likely effectiveness of market-based versus human rights-based approaches to higher education provision in terms of teaching and learning. This understanding should enable the development of more improved, sophisticated, and ultimately successful higher education policies. This book contends that a human rights-based approach to higher education policy is more likely to enable the achievement of higher education purposes than a market-based approach. In reaching this conclusion, the book identifies and addresses some strategic considerations of relevance for advocates of a human rights-based approach in this context.
