Book Financing the 2004 Election

Download or read book Financing the 2004 Election written by David B. Magleby and published by Rowman & Littlefield. This book was released on 2007-08-29 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the wake of recent legislation, court challenges, and demands for reform, campaign finance remains one of the most important and controversial aspects of the world's oldest democracy. Since 1960, Financing the Election volumes have presented reliable information on the costs and trends of campaign finance in the United States. In establishing the parameters of electoral campaigns and political spending—and interpreting the results—Financing the 2004 Election provides a unique resource for readers and citizens interested in the current state of politics and money in America. F inancing the 2004 Election incorporates many of the features that have made previous editions so important. It employs authoritative analysis of spending by interest groups, political parties, and individual candidates, including data that enables examination of long-term trends. The contributors, all eminent political analysts, also examine spending patterns in different types of elections, including Senate and House races. This timely new volume pays special attention to the effects of the Bipartisan Campaign Reform Act of 2002 (BCRA). It contrasts campaign finance in 2004 with the ways in which national campaigns were financed before BCRA. The authors also draws lessons from 2004 for future reforms at the state and federal levels.

Book Campaign Finance Reform

Download or read book Campaign Finance Reform written by Melissa M. Smith and published by Lexington Books. This book was released on 2010-06-02 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: For decades, campaign finance reform has been an on-going topic of discussion. In particular, the Bipartisan Campaign Reform Act of 2002 (BCRA) was heralded as a major breakthrough in controlling the flow of money into campaigns. Almost immediately, political players found other ways to financially manipulate the new laws. Campaign Finance Reform: The Political Shell Game provides an in-depth look at the history of political campaign finance reform with special emphasis on legislative, FEC, and federal court actions from the 1970s to present. In particular, the authors examine the ways that campaigns and independent groups have sought to make end-runs around existing campaign finance rules. Oftentimes the loopholes they find make a significant impact on an election, sparking the next round of campaign finance reform. New rules are then enacted, and new loopholes are found. Like a big political shell game, the amount of money in politics never actually decreases, but instead gets moved around from one organization to another.

Download or read book Small Change written by Raymond J. La Raja and published by University of Michigan Press. This book was released on 2010-03-25 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reformers lament that, with every effort to regulate the sources of campaign funding, candidates creatively circumvent the new legislation. But in fact, political fundraisers don't need to look for loopholes because, as Raymond J. La Raja proves, legislators intentionally design regulations to gain advantage over their partisan rivals. La Raja traces the history of the U.S. campaign finance system from the late nineteenth century through the passage of the Bipartisan Campaign Reform Act (BCRA) of 2002. Then, using the 2004 presidential election as a case study, he compares the ways in which Democrats and Republicans adapted their national fund-raising and campaigning strategies to satisfy BCRA regulations. Drawing upon this wealth of historical and recent evidence, he concludes with recommendations for reforming campaign finance in ways that promote fair competition among candidates and guarantee their accountability to voters. Small Change offers an engaging account of campaign finance reforms' contradictory history; it is a must-read for anyone concerned about influence of money on democratic elections.

Book The Financiers of Congressional Elections

Download or read book The Financiers of Congressional Elections written by Peter L. Francia and published by Columbia University Press. This book was released on 2003 with total page 219 pages. Available in PDF, EPUB and Kindle. Book excerpt: Individual donors play a critical role in financing congressional elections, accounting for more than half of all money raised in House campaigns. But significant donors (defined here as those contributing more than $200) are the least understood participants in the system. Defenders assert that contributing money to campaigns is part of a broader pattern of civic involvement and is free speech that gives a voice to various interests. Detractors argue that these contributions are undemocratic, enabling wealthy citizens to overwhelm the voices of the many and to promote narrow business and policy interests. These divergent assessments were raised in connection with the Bipartisan Campaign Finance Reform Act of 2002 and continue to characterize the debate over campaign finance reform. So who really contributes and why? How much and to how many candidates? What are the strategies used by political campaigns to elicit contributions and how do the views of significant donors impact the campaign-finance system? What do donors think about campaign-finance reform? This book investigates these vital questions, describing the influence of congressional financiers in American politics.

Book Campaign Financing and America s Evolving Election System

Download or read book Campaign Financing and America s Evolving Election System written by Collin V. Pantesh and published by . This book was released on 2007 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: Free and fair elections are a hallmark of American democracy. Routinely, however, voter turnout is low and understanding of the electoral process poor. Local election jurisdictions oversee voting in a highly decentralised and complex effort that more often than not occurs problem-free. In the wake of the 2000 presidential elections, though, the American voting system has come to be re-examined, with emphasis on such areas as voter registration lists, absentee balloting, varied local election standards and equipment, and the questionable necessity and means of determining "voter intent". Congress has begun to explore changes to a more nationally controlled system, having taken up legislation to reform the electoral process. With such intense focus on the nation's democratic cornerstone, this book presents a needed and thorough overview of the process of electing government officials in the United States as well as funding for campaigns.

Book Stealing Elections

Download or read book Stealing Elections written by John Fund and published by Encounter Books. This book was released on 2009-04-28 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: John Fund explores the real divide the country faces with the looming election. Through wary thoughts on voting integrity, he shows how eletions can be decided by the votes of dead people, illegal felon voters, and absentee voters that simply don't exist. If nothing is done to address the growing cynicism about vote counting, rest assured that another close presidential election that descends into bitter partisan wrangling is just around the corner.

Book Voting with Dollars

Download or read book Voting with Dollars written by Bruce Ackerman and published by Yale University Press. This book was released on 2008-10-01 with total page 313 pages. Available in PDF, EPUB and Kindle. Book excerpt: divdivIn this provocative book, two leading law professors challenge the existing campaign reform agenda and present a new initiative that avoids the mistakes of the past. Bruce Ackerman and Ian Ayres build on the example of the secret ballot and propose a system of “secret donation booths” for campaign contributions. They unveil a plan in which the government provides each voter with a special credit card account containing fifty “Patriot dollars” for presidential elections. To use this money, citizens go to their local ATM machine and anonymously send their Patriot dollars to their favorite candidates or political organizations. Americans are free to make additional contributions, but they must also give these gifts anonymously. Because candidates cannot identify who provided the funds, it will be much harder for big contributors to buy political influence. And the need for politicians to compete for the Patriot dollars will give much more power to the people. Ackerman and Ayres work out the operating details of their plan, anticipate problems, design safeguards, suggest overseers, and show how their proposals satisfy the most stringent constitutional requirements. They conclude with a model statute that could serve as the basis of a serious congressional effort to restore Americans’ faith in democratic politics./DIV/DIV

Book excerpt: Those who have participated have done so because of the obvious advantages in easier access to funds and, in a larger sense, a general acceptance of the public funding system in the political community and the media. [...] CRS-7 Evaluating the Merits of the System After nearly three decades, presidential election public funding is by no means a universally supported program, as reflected in declining taxpayer checkoffs, attempts in the 102nd and 104th Congresses to end the system, and decisions by major candidates to forgo public funding in the 2000 and 2004 elections. [...] In the past two years, concerns about the efficacy of the presidential public finance system have led a number of observers who generally support the system to offer critiques of its operation and suggestions for remedies. [...] Dean and Senator Kerry - was perhaps the clearest signal yet that problems in the system's operation had seriously eroded the appeal, and hence the value, of the presidential public funding system. [...] In addition, under BCRA's prohibition of national parties' raising and spending soft money, a candidate who has gained acceptance as the party's presumptive nominee in the early spring and who has spent the maximum allowed under the limits will not be able to count on the party to continue activity on his or her behalf until the nominating convention.
