Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The book begins with a theoretical introduction, exploring the effects of the paradigm change on economic policies in Europe and in Latin America and analyzing key systemic aspects of the unsustainability of the present economic system explaining the global crises and their interconnections. The following chapters are divided into sections. The second section explores aspects of regional governance and how the economic and financial crises were managed on a macro level in Europe and Latin America. The third and fourth sections use case studies to drill down to the impact of the crises at the national and regional levels, including the emergence of political polarization and rise in populism in both areas. The last section presents proposals for reform, including the transition from finance capitalism to a sustainable real capitalism in both regions and at the inter-regional level of EU-LAC relations.The volume concludes with an epilogue on financial crises, regionalism, and domestic adjustment by Loukas Tsoukalis, President of the Hellenic Foundation for European and Foreign Policy (ELIAMEP). Book excerpt: Europe’s high pre-existing level of financial development can partly account for the relatively smaller reach of fintech payment and lending activities compared to some other regions. But fintech activity is growing rapidly. Digital payment schemes are expanding within countries, although cross-border and pan-euro area instruments are not yet widespread, notwithstanding important enabling EU level regulation and the establishment of instant payments by the ECB. Automated lending models are developing but remain limited mainly to unsecured consumer lending. While start-ups are pursuing platform-based approaches under minimal regulation, there is a clear trend for fintech companies to acquire balance sheets and, relatedly, banking licenses as they expand. Meanwhile, competition is pushing many traditional banks to adopt fintech instruments, either in-house or by acquisition, thereby causing them to increasingly resemble balanced sheet-based fintech companies. These developments could improve the efficiency and reach of financial intermediation while also adding to profitability pressures for some banks. Although the COVID-19 pandemic could call into question the viability of platform-based lending fintechs funding models given that investors could face much higher delinquencies, it may also offer growth opportunities to those fintechs that are positioned to take advantage of the ongoing structural shift in demand toward virtual finance.

Book excerpt: The House of Lords EU Sub-Committee on Financial and Economic Affairs say in its report that the FTT proposed by the European Commission is flawed and will fail to fulfil the Commission's own objectives. The proposals place the City of London under severe threat and are likely to force financial institutions to relocate away from the UK and the EU as a whole. Given the strategic importance of the City of London, such relocation would have a highly damaging impact not only for the UK but on the economic health of the EU as a whole. A proposal that would have such a disproportionate impact on the UK above all other Member States makes the Commission's proposals particularly unacceptable. Whilst the Committee acknowledge the strength of public anger against the financial sector an FTT is the wrong way to meet such demands. The Committee urges the Government to refuse to agree to the Commission's "wholly impractical and unworkable" proposals. In addition, the Government have stated that, whilst they oppose an EU-wide FTT, they have no objection to a global FTT. The Committee found the Minister's explanation of this position unconvincing. If the Government's true position is to oppose an FTT outright, then they should say so.

Now the Commission has given the green light to a sub-group of 11 Member States to move forward with a significantly revised tax proposal, under a process known as enhanced cooperation - a move which the European Union Committee condemns as being divisive, significantly detrimental to the UK's interest and deliberately contentious in such a controversial area. The report finds serious flaws with the Commission's use of enhanced cooperation, namely: the tax would have an adverse impact on institutions in the non-participating Member States, such as the UK; the legislation could see the UK unfairly being required to collect the tax on behalf of other Member States, such as Germany and France; this use of enhanced cooperation fails to meet the requirements of EU law, including in respect of the Single Market; the flawed process by which the Commission has allowed enhanced cooperation to be used risks undermining its use in the future. The Committee criticises the UK Government for their slowness to appreciate the potential damage to the UK that such a tax could present. However they welcome the Government's belated decision to launch a legal challenge in a bid to annul the decision.
