Book Financial management of the European Union

Download or read book Financial management of the European Union written by Great Britain. National Audit Office and published by . This book was released on 2002 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: Each year the National Audit Office reports to Parliament on the financial management of European Union funds, based on the audit by the European Court of Auditors. This report also draws on information provided by the European Commission on its reform strategy and action taken to tackle fraud, as well as considering the implications of forthcoming EU enlargement. For the year 2000, as in previous years, the Court qualified its opinion on the reliability of the Community's accounts. Some positive developments are noted, for example, improvements in the design of systems for managing and controlling expenditure on the Common Agricultural Policy have contributed to improved management of large amounts of EU funds. However, objectives behind Commission programmes are often poorly defined and evaluation systems inadequate. Despite efforts to simplify regulations and harmonise systems across Member States, complex procedures remain that prevent better management, reduction of administrative cost and the easing of the regulatory burden on final recipients of Community funds.

Book Rethinking Governance of the Army s Arsenals and Ammunition Plants

Download or read book Rethinking Governance of the Army s Arsenals and Ammunition Plants written by and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of the Army meets its materiel requirements principally through purchase from private sources. However, the Army produces certain ordnance-related items and performs some ordnance-related services in a set of arsenals, ammunition plants, other ammunition activities, and depots. The Army operates some of these facilities; contractors operate others. Although this set of facilities has been reduced since the end of the Cold War, the remaining facilities still operate at less than their full capacity today. The unused and underused capacity raises questions about how many of these facilities the Army needs, how large they need to be, and who should own and operate them. This report represents the third phase of a multiyear study that examines the Army's ordnance industrial base and makes recommendations about these issues.
