It argues that aspects such as sources of water, its distribution and users; land–water interrelations; drivers of change such as laws, policies and institutions; management of issues and technologies related to water supply; institutional set-up; economic instruments such as pricing, taxes, subsidies; and economics of ecosystem services are crucial. Climate changes, melting of glaciers and polar ice caps, rising sea level and the increased frequency of extreme events, have to be factored into integrated management of water resources. This book addresses some of these major issues related to aquatic ecosystems and focuses on three major aspects: (a) concepts related to ecosystems, ecosystem services and their linkages with water; (b) human impacts on ecosystems, particularly the aquatic ecosystems, and their assessment; and (c) the management, including policy, governance and economics. Book excerpt: Where benefits and costs accrue at different scales, financial intermediaries are needed to facilitate relations between global-scale buyers and local-scale providers of carbon sequestration and storage. These intermediaries can help to collect and distribute payments and to promote the scheme to potential beneficiaries. The benefits distributed should compensate for the transaction, opportunity and implementation costs incurred by stakeholders for providing ecosystem services. Therefore, calculating the costs and understanding who incurs them are essential for benefit sharing. Targeting benefits according to a set of criteria that match the objectives of the specific mechanism increases the mechanism’s efficiency. As the level of performance-based payments may not be able to compete with the opportunity costs of highly profitable land uses, performance-related benefit-sharing mechanisms should be focused on areas with moderate opportunity costs. Benefits should be divided into upfront payments to cover startup costs and to give an initial incentive for participation, and payments upon delivery of ecosystem services to ensure adherence to conditionality.

With the help of in-depth case studies of three well-known attempts to create such markets––in the Chesapeake Bay watershed, the Ohio River basin and the Willamette River basin––the book explains why very few of these markets have actually succeeded even after close to two decades of much scholarly enthusiasm, significant federal funding and concerted efforts by NGOs, government agencies and private businesses. Based on interviews, policy analysis and participatory observation, three features of markets for ecosystem services emerge as particularly problematic. First, the logic of displacement or the idea that particular elements of an ecosystem can be separated and traded across landscapes or watersheds runs counter to political interests, environmental beliefs and people's connections to specific places. The second problem is that of measurement. Quantification methods embed a range of often contentious assumptions and decisions about what counts when restoring ecosystems. The third problem is related to participation in environmental decision-making.
